Socio-economic situation in six beginning months of 2016

(Quang Binh Portal) - The province"s socio-economic situation in six beginning months of 2016 has basically remained stabilisation and development. Many positive changes have been seen in agricultural production, industry, tourism, culture and society, construction investment, etc.

 I. General evaluation

- GRDP growth rate grew by 5.5% from the same period last year (yearly plan rose 8.0%, same period was 6.6%);

- Agriculture, forestry and fishery production value rose 1.2% from the same period last year (the yearly plan rose 4% and the same period last year was 3.6%);

- Industrial production value rose 9.0% from the same period last year (the yearly plan rose 10% and last year’s same period 9.3%); industrial production index rose 8.3% from last year’ same period (last year’s same period 8.5%);

- Value of service sector rose 6.2% from the same period last year (the yearly plan rose 9.5% and last year’s same period rose 8.5%);

- Budget revenues were estimated to achieve VND1,364.7 billion, rose 0.6% from the same period last year, equaled 45.5% of the plan (the yearly estimate: VND 3,00 billion);

- Total investment for the whole society reached VND4,897 billion, increased by 6.2% from the same period last year, reached 40.8% of the plan (the plan: VND12,000 billion);

- Creating jobs for 1.92 laborers, reached 58.2% of the plan (the yearly plan: 3.300 laborers);

- Rate of households using national grid was 99.1% (the plan: 99.3%);

- Rate of communes, wards and townlets meeting national standards on health reached 81.76% (the yearly plan reaches 82.4%);

- Number of hospital beds per 10.000 inhabitants reached 21 beds, reached 100% of the plan (the plan: 21 beds);

- Rate of communes, wards and townlets completing secondary compulsory education (level 3) reached 36.5% (the plan: 28.3%).

II. Obtained results in all fields

Economic affairs

1. Production of agriculture, forestry and fishery

The production value of the agriculture, forestry and fishery sector at 2010 comparative prices in the first six months of this year was estimated to reach 3,803.3 billion dongs, went up by 1.2% from the similar period last year (the yearly plan is 4%), of which the production value of agriculture gained 2,796.7 billion dongs, increased by 3%; the forestry achieved 220.9 billion dongs, equaled 98.9%; the fishery obtained 785.7 billion dongs, equaled 96.1%.

a. Agriculture

The whole province’s estimated cultivated area this year reached 55,318.2 hectares, up 1.1% from the same period last year, of which rice cultivated area reached 30,081.8 hectares, equaled 99.9% from the same crop last year. The productivity of winter-spring rice was estimated to gain 202,604.9 tons, increased by 0.7% from the same period last year, exceeded 5.6% of the plan. Of which, the rice yield achieved 180,728.5 tons, up 0.4% from the same period last year and exceeded 5.6% of the plan; the yield of other cereals was 21,876.4 tons, up 3.8% from the same period last year and equaled 98.8% of the plan.
As of April 1st, the province had 35,817 buffalos, rose 3.8%; 96,998 oxens, rose 6.5%; 360,569 pigs, rose 2.7%; 3,062.4 fowls, rose 14.2% compared with the figures in last year’ same period. The output of delivered live-weight meat reached 32,798 tons, rose 6.5% from the same period last year.

b. Forestry

In six beginning months of the year, the newly concentrated planted forest area was estimated to reach 681.6.3 hectares; the cared forest area was 14,500 hectares, equaling 98.4% compared to the same period last year; the protected forest area was 85,620 hectares, grew up by 8.9% from the same period last year. Wood production gained 85,800 m3, equaled 95%; firewood production gained 117,600 ster, equaled 96.1%; colophony production gained 1,260 tons, equaled 91.2% from the same period last year.

c. Fishery

Fishing production in six beginning months of the year was estimated to reach 27,114.2 tons, equaled 92.5% from the same period last year, of which production of fishing caught in the first 6 months of the year achieved an estimate of 23,595.8 tons, equaled 91.3%; production of aquaculture reached 3,518.4 tons, up 0.7%.over the identical period last year.

2. Industry

The industrial production value at 2010 comparative prices in the first six months of this year was estimated to reach 4,783.3 billion dongs, up 9.0% from the similar period last year. The Index of Industrial Production Index (IIP) increased by 8.3% from the same period last year, of which Of which, the garment rose 26.5%, the wood processing climbed by 13.8%; the mining (building stone) rose by 5.2%, the medicine grew by 3.9%, the drink manufacture grew by 5.1%...

Some main industrial products increased highly in the first quarter of the year, including: cement, brick, cassava, bootled beer, building stones...

3. Services

a. Retail sales of consumer goods and services

Generally, in six beginning months of this year, total estimated retail sales of consumer goods and services reached 8,323.7 billion dongs, up 8.1% compared to the same period last year. Of which, private economy reached grew by 15.4%; individual economy rose 8.3%; State economy reduced 34.1%; collective economy decreased 14% against the same period last year.

b. Import-export

Exports: Estimated export turnovers in the first six months of 2016 reached US$45.5 million, equaled 91.8% from the same period last year, reached 30.3% of the plan. Main export goods included rubber, diverse woods, seafood...

Imports: Estimated import turnovers in the first six months of 2016 reached US$41.3 billion, equaled 92.6% from the same period last year, reached 34.4% of the plan, of which 100% were direct import. Main import goods included materials for production and goods fro reproduction.

c. Tourism

In the first six months of 2016, the province's tourism sector has met a lot of difficulties and seriously influenced by Formosa-caused environmental incidents, causing mass fish deaths, thus, number of visitors to Quang Binh in six beginning months of the year decreased remarkably; the coefficient of overnight stays at hotels remained low, capacity of using rooms only reached about 30%.

Generally, number of visitors to Quang Binh in six beginning months of the year was estimated to reach 1.323 million arrivals, down 20.4% from the same period last year. Turnovers from hotels, restaurants and tourism in the first six months of the year reached 1,000.9 billion dongs, went up to 3.7% from the same period last year. Number of visitors for overnight stays in June was estimated to reach 44,932 arrivals, up 2.6% against the last months and down 49.1% against the same period last year. In the six beginning months of the year, number of visitors for overnight stays reached 344,115 arrivals, down 28.3% from the same period last year.

4. Capital construction

Estimated realized social investment capital in the first half of this year at current prices reached an estimate of 4,897 billion dongs, went up by 6.2% over the similar period last year, of which the State sector’s capital gained 1,497 billion dongs, deceased by 17.2% from the identical period last year.

The capital under central management gained 409.3 billion dongs; the capital under local management achieved 1,087.7 billion dongs. Concretely, the agriculture, forestry and fishery were an estimation of 134.0 billion dongs, an increase of 5.4%; the processing and manufacturing realized 71.6 billion dongs, an decrease of 4.1%; the transport and warehouse were 852.3 billion dongs, down 29.0%; the security, national defence and State management were 101.5 billion dongs, up 9.4%; the education and training was an estimation of 83.0 billion dongs, up 1.7%; the health and social welfare were 75.2 billion dongs, up 3.4% from the same period last year.

5. Budget revenues and expenditures

Total government expenditures from the beginning of the year to June 15, 2016 reached an estimate of 508.5 trillion dongs, equaling39.9% of the yearly estimate. Of which, spending for development investment achieved over 74.5 trillion dongs, equaling 29.2%; spending for economic and social development, national defense and security, state management gained 363.4 trillion dongs, equaling44.1%; paying debts and aids 68 trillion dongs, equaling 43.8%.

a. Budget revenues: Total estimated revenues from the six beginning months of 2016 achieved an estimate of 1,364.7 billion dongs, equaled 45.5% of the local estimate, increased by 0.6% from the same period last year. Revenues from budget balance reached 1,185.8 billion dongs, equaled 47.2% of local estimate, up 7.3% from the same period previous year. Revenues from off-budget balance were 125 billion dongs, equaled 43.4% of local estimate, up 0.8% from the same period last year. Revenues from import-export balance were 53.9 billion dongs, equaled 27% from central estimate, down 58% from the same period last year.

b. Budget expenditures: Total local budget expenditures in the six beginning months of the year were an estimate of 3,921 billion dongs, reached 54.21% of the local estimate, went up to 6.5% against the same period last year. Of which spending for development investment achieved 1,228 billion dongs, increased 16.5%; regular spending reached 2,453 billion dongs, up 2% against the same period last year.

c. Credit: Total source of mobilized capital from credit organizations in the six beginning months of the year reached 25,300 billion dongs, increased 8.3% from the early year and up 14.1% from the same period last year. Total outstanding debts to late June of 2016 reached 31,800 billion, a rise of 12.6% from the early year and up 27.2% from the same period last year.

6. Foreign affairs

Focusing on strengthening friendly and cooperation relations with Lao provinces of Khammouane and Savannakhet, and the northeastesn region of Thailand. Successfully organise a cave expedition for a group of foreign ambassadors from Argentina, Sweden, Italy, the UK, Australia and Czech Republic the representative of Unesco, and the US Assistant Secretary of State Tom Malinowski with tour "Conquering Son Doong - the world's largest cave", making a good impression on foreign ambassadors.

Generally, in the first six months of the year, there were 20 out-delegations to foreign countries with 85 people for attending the conferences, training and sharing experience, and 50 in-delegations with 427 foreign people for visiting, working and meeting in Quang Binh.

7. Investment promotion

Many positive results have been seen in investment promotion activity in the six beginning months of the year. Many foreign investors have come to seek investment opportunities in the province such as DOHWA Corporation from South Korea, Bomby Finance Corporation from India; KinderWorld Education Group from Singapore. The province has organised and participated in many investment promotion activities in Hanoi and Ho Chi Minh City.

For projects of domestic investors: In the first six months of the year, the province newly issued 58 projects with registered capital of 10,853 billion dongs in total. Of which, there were many key projects, including Hai Ninh luxury resort project of the Faros Construction Joint-stock Company with a total capital of 3,600 billion dongs; the FLC Quang Binh project with a total capital of 4,800 billion dongs; the cow-raising project of the Hoa Phat Company with a total capital of 996 billion dongs, etc.

ODA projects: As of late June of 2016, 211.7 billion dongs from ODA capital and corresponding capital have been disbursed, achieved 52.2% compared to the plan, of which ODA capital was 171.2 billion dongs, gained 61.09%; corresponding capital was 40.5 billion dongs, reached 25.8% of the plan.

FDI projects: In the first six months of the year, two projects were newly issued, including the project on super-lean pig raising farm of Thailand Company with a total investment capital of 200 billion dongs in Quang Ninh district; the project on Quang Binh energy tablet manufacturing factory of DOHWA Corporation (South Korea) with a total registered capital of 240 billion dongs in Hon La Economic Zone.

NGO projects: From early year to now, the province has received eight NGO projects from sponsors with a total money of 8.7 billion dongs. Of which, there were five projects in health, one project in education and training; one project in capacity building and judicial assistance, one project in resources and environment.

8. Business registration situation

In the first six months of this year, the province issued certificate of business registration to 330 enterprises registered for new establishment with a total registered capital of 1,639 billion dongs, an increase of 5% in the number of businesses from the same period last year; raising total number of enterprises up to 4,562 with registered capital of 23,000 billion dongs in total.

Social - cultural affairs

1. Education and training

Generally, in the first six months of the year, the province has 617 schools and educational establishments, went up to 4 schools compared to early year, including 180 kindergartens, 211 primary schools, 148 secondary schools, 18 primary and secondary schools, 27 high schools.

2. Culture and Sport

Generally, in the beginning months of the year, the province successfully organized a series of cultural activities to celebrate Lunar New Year and the success of the 12th National Party Congress, election for the 14th National Assembly's deputies, etc; coordinated with the Commercial Joint-stock Bank for Investment and Development of Vietnam and the Buddhist Sangha of Vietnam to open Hoang Phuc pagoda, receive the recognition of national-level historical relic and the Lord Buddha’s sarira. The province also approved Decision to recognize local tourism destination of national-level historical relic of Hoang Phuc pagoda; organized the 1st Hoang Phuc Pagoda Festival.

The province created favorable conditions for Kong: Skull Island film crew from Hollywood to shoot some scenes in the province, making a good impression on film crew, helping promote images of Quang Binh land and people to domestic and foreign friends.

In high-performance sports: in the first six months of 2016, the province gained 63 medals, including 46 gold medals (01 international gold medal).

3. Labour and Employment

Generally, in the first six months of the year, the province has actively directed to well implement poverty alleviation - employment programme; focused on vocational training and labour export for time-limit working abroad. In the six months, 19,226 laborers were provided with stable employments, reached 58.26% of the plan. Of which 2,168 laborers were exported, gained 90.3% of the plan.

4. People's life and social security

In the six months of the year, social security works continued to be considered to implement, especially the life of people in remote and far-flung areas and communes which were influenced by fish deaths. According to preliminary report, the province allocated 2,999.27 tons of rice from the Government to support for people on the occasion of Lunar New Year and during the crop-between period; 1,577 tons of rice in food aid to help people, who were affected by mass fish deaths, overcome difficulties to stablise their life.

5. Traffic accidents

According the statistics, as of May 15th, the province happened 106 cases of traffic accidents, killing 49 people and injuring 85 others. In comparison with the same period last year, cases of the traffic accidents in six months decreased 14 cases; the number of deaths declined 9 persons and the number of the injured reduced 37 persons. Of which, there were 103 cases of traffic accidents by road, killing 46 persons, injuring 85 persons; 03 cases of accidents by railway, killing 3 persons.
