Socio-economic situation in the first quarter of 2016

(Quang Binh Portal) - In the first quarter of 2016, the province"s socio-economic situation has remained stabilization and development.

 I. ECONOMIC GROWTH

1. Agriculture

a. Cultivation:

As of late-March, the province cultivated 54,930 hectares of winter-spring rice, increased by 0.4% from the same period last year. Of which, the localities over the province cultivated 30,130 hectares of rice, grew by 0.1%; 4,083 hectares of maize and others grain crops, up 0.3%, 91 hectares of sugar-cane, up 1.1%; 5 hectares of tobacco, up 6.4%; 4 hectares of fibre crops, equalling 80%; 4,746 hectares of vegetables, peanut and ornamental plant, up 1.9%; 1,081 hectares of other annual crops, up 6.7% from the same period last year.

As estimated, the output of rubber latex in the first quarter of the year was 5225 tons, went up to 4% against the similar period last year.

b. Breeding: The extreme cold weather in the North at the end of January had a great influence on cattle breeding in localities with 6,984 dead cattle and poultry, including 1,504 cattle and 5,480 poultry. As of April 1st, the province’s flock of buffaloes was estimated at 36,228 heads, increased by 5%; flock of oxen was 96,665 heads, went up by 6.2%; flock of pigs was 366,210 heads, increased by 4.3%; flock of poultry was 2,745 thousand heads, up 2.4% from the same period last year.

c. Forestry: In the first quarter of 2016, wood production gained 22,500 m3, equaling 58.6% against the same period last year, firewood production gained 43,800 ster, equaling 75.7% against the same period last year.

The concentrated planted forest area in the first months of the year was estimated to reach 3,990 hectares, up 1.2% from the similar period last year; the number of separate planted trees in the first three months of the year achieved 2,570 thousand trees, up 7.8% against the same period last year.

d. Fishery: Generally, in three beginning months of the year, fishing production was estimated to reach 10,650 tons, increased by 8.7% over the same period last year, of which production of aquaculture gained 1,507.5 tons, up 5%; production of fishing caught achieved 9,142 tons, up 9.3% from the same period last year.

2. Industry: Generally, in three beginning months of the year, Industrial Production Index (IPI) was increased by 7.7% from the same period last year. Of which, the garment rose 36.7%, the wood processing climbed by 10.6%, the manufacturing increased by 6.3%, the electricity power generation and distribution rose 3.3%, the water supply and sewage treatment went up by 4.2%, contributed 0.1 percentage points; the mining (building stone) rose by 2.8%, the medicine grew by 3.9%, the food processing grew by 1.1%...

The industrial production value was an estimation of VND2,314 billion, up 8.3% from the similar period last year. Some main industrial products increased highly in the first quarter of the year, including: building stones reached 677,303m3, an increase of 2.8% against the same period last year, frozen cuttle-fish reached 392 tons, an increase of 9.0%; cassava reached 5,810 tons, an increase of 0.5%; bottled beer reached 2.5 million litters, an increase of 10.1%; bricks reached 1.7 million, an increase of 144.7%; clinker reached 543,500 tons, an increase of 11.0%; cement reached 345,240 tons, up 7.1%...

3. Investment

Generally, in three beginning months of the year, estimated realized investment capital from the State Budget reached 659.3 billion dongs, reduced 19.1% from 2015’s same period. Of which, the capital under central management gained 195.5 billion dongs; the capital under local management achieved 463.8 billion dongs. As of the end of first quarter of 2016, rate of capital reimbursement achieved 25% of the estimate.

4. Services

a. Retail sales of consumer goods and services

Generally, in three beginning months of this year, total estimated retail sales of consumer goods and services reached 4,284.7 billion dongs, up 8.5% compared to the same period last year. Of which, revenues from State economy were estimated to reach 203 billion dongs, reduced by 28%; from collective economy reached 5 billion dongs, up 11.7%; from individual economy reached 2,571.3 billiong dongs, up 13.6%; individual economy reached 1,505.4 billion dongs, up 7.5% against the same period last year.

b. Export-import

Exports: Estimated export turnovers in the first quarter of 2016 reached US$ 15.8 million, increased by 85.6% over the same period last year. Main export goods included rubber, diverse woods, seafood...

Imports: Estimated import turnovers in the first quarter of 2016 reached US$ 17.1 billion, grew by 11.8% over the previous year. Main import goods included woods, buffaloes and cows, oil and petrol, materials for new medicine, pottery...

c. Tourism

Estimated number of visitors to Quang Binh in the first quarter of this year reached 710.6 thousand arrivals, up 10.2% from the last year, including 10 thousand international arrivals, grew by 16% from the same period last year. Turnovers from hotels, restaurants and tourism in the first quarter of the year reached 486.2 billion dongs, went up to 14.2% against the same period last year.

d. Carriage of passengers and cargos

Passenger carriage in the first quarter of the year was estimated to reach 5 million passengers, raised by 3.2% and 239.9 million passengers-kilometers, by 4.6% from the same period last year. Total carriage turnovers in the first quarter reached 616.2 billion dongs, grew by 6.3% from the same period last year.

Cargo carriage in the first quarter of the year reached an estimate of 4.2 million tons, rose 17% and 199.7 million tons-kilometers, rose 11.1% from the same period last year.

5. Business registration situation

In the first quarter of this year, the province issued certificate of business registration to 169 enterprises registered for new establishment with a total registered capital of 829.369 billion dongs, an increase of 22.4% in the number of businesses from the same period last year. Of which, there were 5 private enterprises, 67 two-member limited liability companies, 89 one-member limited liability companies and 8 joint-stock companies.

The province revoked certificate of business registration to 20 enterprises, of which 6 enteprises dissolving voluntarily, 6 dissovled ones because of law violation and 8 dissolved ones because of changing forms of operation.

6. Foreign economic relations, investment promotion

- Foreign economic relations:

+ ODA projects: The provice continued to speed up progress of implementation and reimbursement of ODA projects as the plan. In the first quarter of 2016, the projects were appraised to submit to the Provincial People's Committee for the approval of operation plan and budget in 2016.

+ NGO projects: In the first quarter of the year, the Provincial People's Committee agreed to receive four non-governmental projects with a total capital of US$175,000, including: two projects in health, one in education and one in environment.

- Investment promotion: Focused on accelerating progress of implementing the projects that issued certificate of investment; signing agreement on investment cooperation. The Provincial People's Committee assigned specific tasks to departments and branches to direct and supervise implementation of the province's key projects according to the progress.

In the first quarter of the year, the province approved the investment projects with a total capital of 14,500 billion dongs.

- Foreign affairs: Generally, in the first quarter of the year, there were nine out-delegations to Laos, Thailand, South Korea, India and Singapore with 65 people for attending the conferences, training and sharing experience, and 29 in-delegations with 333 foreign people from Laos, Thailand, the UK, Germany, the US... for visiting, working and meeting in Quang Binh.

7. Budget revenues and expenditures

Budget revenues: Total estimated budget revenues in the first quarter of 2016 were an estimate of 568 million dongs, reached 18.9% of local estimate, grew by 1.7% from the same period last year. Of which, domestic revenues reached 547.5 billion dongs, reached 19.5% of local estimate, went up to 10.4% from the same period last year; from export-import balance was an estimate of 20.5 billion dongs, reached 10.3% of local estmate, down 33.5% from the same period last year.

Of home revenues, collecting from central State enterprises equaled 99.52%; from local State enterprises increased by 11.6%; from non-State enterprises grew by 14.3%; from land use fee equaled 65%; from registered fee rose 31.4% from the same period last year.

Budget expenditures: Total local budget expenditures in the beginning months of the year were an estimate of 1,382.6 billion dongs, reached 19.12% of the yearly estimate.

Credit: Estimasted in late March of 2016, total source of mobilized capital reached 23,800 billion, increased by 1.9% from the early year. Total outstanding debts in late March of 2016 reached 28,750 billion, a rise of 1.8% from the early year and up 23.2% from the same period last year.

II. SOCIAL AFFAIRS

1. Education - Training

In the first months of the year, the province focused on improving quality of teachers and educational managers; upgrading infrastructures and equipment for schools and classrooms, speeding up compulsory education. Closing the first semester of the 2015-2016 academic year, the province had 159 out of 159 communes, wards and townlets and 8 out of 8 districts, town, and city meeting the primary compulsory education standards at level 2 and more.

2. Healthcare

The people's healthcare was concerned; quality of examination and treatment was improved, especially free check-up for poor people and children under five years old; prevention from epidemic diseases was strengthened with effective measures, meeting the demand for examination and treatment for the people. The health sector directed and closely coordinated with related departments and branches to ensure food safety and hygience in the province.

3. Culture - Sport

In the beginning months of the year, the province successfully organized a series of cultural activities to celebrate Lunar New Year and the success of the 12th National Party Congress...

The province created favorable conditions for Kong: Skull Island film crew from Hollywood to shoot some scenes in the province, making a good impression on film crew, helping promote images of Quang Binh land and people to domestic and foreign friends; coordinated with the Commercial Joint-stock Bank for Investment and Development of Vietnam and the Buddhist Sangha of Vietnam to open Hoang Phuc pagoda, receive the recognition of national-level historical relic and the Lord Buddha’s sarira. The province also approved Decision to recognize local tourism destination of national-level historical relic of Hoang Phuc pagoda; organized the 1st Hoang Phuc Pagoda Festival.

In high-performance sports: in the first months of 2016, the province gained 12 medals, of which 2 gold medals, 3 silver medals and 7 bronze medals at the Central Chess Tournament.

4. Traffic accidents: According the statistics, as of February of 2016, the province happened 49 cases of traffic accidents, killing 31 people and injuring 36 others. Compared to two beginning months of the 2015, cases of traffic accident decreased 7 cases; the number of deaths rose 6 people and the number of the injured reduced 32 people.
