Socio-economic situation in the six beginning months of 2015

(Quang Binh Portal) – The province’s ocio-economic situation in the six beginning months of 2015 has seen positive changes and achieved key results in all fields.

I. General evaluation

- GRDP growth rate reached 6.9% (yearly plan rose 7.5%, same period 7.5%);

- Agriculture, forestry and fishery production value rose 3.6% (the yearly plan was 3.5% and the same period last year was 4.6%);

- Winter-spring food production reached 200,056 tons, surged by 4.38% of the plan, equal to 100.9% from the same period last year (the yearly plan reached 28,000 tons, Winter-spring crop reached 19.150 tons);

- Industrial production value rose 9.3% (the yearly plan rose 10% and last year’s same period 10%); industrial production index rose 8.5% from last year’ same period (last year’s same period 8.3%);

- Value of service sector rose 8.5% (the yearly plan rose 9% and last year’s same period rose 8.4%);

- Budget revenues were estimated to achieve VND1,357.3 billion (the yearly estimate is VND 2,500 billion), equaling 54.3% of local estimate;

- Creating jobs for 1.620 laborers, reached 55.9% of the plan (the yearly plan reaches 3.200 laborers);

- Rate of poor households reduced by 2% (the plan reduced by 3.5-4%);

- Rate of communes, wards and townlets meeting national standard on health reached 68.5% (the plan reaches 80.5%);

- Rate of secondary compulsory education reached 100% of communes, wards and townlets (the plan reaches 100%).

II. Obtained results in all fields

1. Agriculture, forestry and fishery

Agriculture

The province’s cultivated area this year was at an estimate of 54,727.7 hectares, rose by 0.9% compared with the same period last year. Area of perennial plants was estimated at 23,079.4 hectares, increased by 19.1% from the similar period last year. Of which, area of rubber was 17,980.9 hectares, increased by 26.3%; pepper 797.6 hectares tons, equal to 98.2%; fruits 3,307.6 hectares, equal to 99.6%. In the six beginning months of the year, rubber production reached 2,970.7 tons, rose by 12.6%; pepper 395.6 tons, rose by 6.9% from the similar period last year.

Animal husbandry: As of April 1st, 2015, the province had 34,512 buffalos, rose by 3.6%; 91,061 oxens, rose by 5.4%; 351,126 pigs, rose by 1.1%; 2,681 fowls, rose by 2.4% compared with the figures in last year’ same period. The output of delivered live-weight meat reached 30,787.6 tons, rose by 3.5% from the same period last year. Forestry: In six beginning months of the year, the newly-planted concentrated forest area was estimated to gain 270.3 hectares, increased by 12.2% from the similar period last year; the cared forest area was 14,740 hectares, grew by 3.9%; the decentralized planted trees reached 2,300, grew by 8.5% from the same period last year. Wood production reached 90,270 m3, equal to 69.4% from the same period last year.

Fishery: Estimated fishing production in six beginning months achieved 29,324 tons, grew by 8.4% from 2014’s same period, reached 51.4% of the plan. Of which, area under exploitation gained 25,831 tons, rose 8.3% from the same period last year; area under cultivation were 4,765 hectares, increased by 4.7% . Farmed production reached 3,493 tons, rose 9%.

3. Industry

Industrial production value in six beginning months of the year rose 9.3% from the similar period last year; industrial production index (IPI) rose 8.5% (similar period: 8.3% increase), of which the clothing grew by 39.3%; the food processing by 7.3%; the power generation and supply by 4.6%, contributed 0.8 percentage points; the water supply and waste treatment by 5.4%.

Some products gained fair growth rate from the same period last year, such as cement rose by 10.9%, brick by 8.7%, cavassa by 8.9%, trade electricity 4.6% and running water 5.2%, shirt 10.9%.

4. Services

Total retail sales of consumer goods and services: in six beginning months of this year, total retail sales of consumer goods and services reached 7,610.2 billion VND, increased by 7.9% against the same period in 2014, if the factor of inflation were excluded, the growth rate would be 7.4%.

Transport: In the first six months of 2015, cargo transport via Hon La Port reached 710,000 tons, increased 50,000 tons from the similar period last year. Vietjet Air opened flight route from Dong Hoi to Ho Chi Minh City with seven round trips per week. Revenues from carriage reached 1.198 billion VND, grew by 7.4% from the similar period last year. Of which, revenues from road carriage were estimated to reach 1,160.5 billion VND, from seaway carriage 28.3 billion VND, from warehouses and services 10.1 billion VND.

Tourism: Generally, in six beginning months of this year, visitors to Quang binh were estimated to reach 1,694.3 thousand arrivals, rose by 6.3% from the similar period last year. Of which, international visitors reached 29.3 thousand arrivals, rose by 15.7% from the similar period last year. Revenues from hotels, restaurants and tourism in six months reached 963.2 billion VND, increased by 21% from the similar period last year, of which revenues from travelling reached 92.2 billion VND, increased by 121.6% from the similar period last year.

5. Exports and imports

Generally, in six beginning months of the year, estimated export turnovers reached US$50.4 million, equal to 78.2% from the similar period last year, gained 33.6% of the plan. Some main products for export were rubber, diverse wood and seafood.

About the export market in six beginning months of this year, China continued to take the lead with 81.3% of market share, the remaining countries accounted for 18.7%. Import turnovers reached US$38.4 million, equal to 79.8% from the same period last year, reached 63% of the plan, of which 100% of direct import.

6. Capital construction

Generally, in six beginning months of the year, volume of investment under State management was 1,650.9 billion VND, increased by 18.6% from the same period last year. Of which, State investment under Central management was estimated at 685.9 billion VND; investment under local management was estimated at 965 billion VND. Concretely, agriculutre – forestry and fishery were estimated at 126.1 billion VND, processing industry and manufacturing 73 billion VND, transport and warehouses 1,048.4 billion VND; health and social welfare activities 73.8 billion VND, education and training 80.8 billion VND, security and national defence 90.8 billion VND… Rate of reimbursement for development investment until May 31 reached 28.7%.

7. Budget revenues and expenditures

Total estimated provincial budget revenues in the six beginning months of the year achieved 1,357.3 billion VND, equaling 54.3% of the local estimate, rose by 19.3% from the figure in the last year’s identical period. Of which, domestic revenues reached 1,229.33 billion VND, grew by 26.4% from the same period last year, reached 58.26% of local estimate; revenues from export-import balance reached 128 billion VND, equaling 77.6% from the same period last year, reached 32.8% of estimate. Total estimated budget expenditures in the six beginning months of this year were 3,669 billion VND, reached 54.14% of local estimate.

Credit: As of May 31, 2015, total realized source of capital was 20,867 billion VND, an increase of 2.2% from early year; as of end of June, the outstanding debt of loans reached 21,300 billion VND, rose by 4.3% compared to early year.

8. Foreign affairs and investment promotion

Foreign affairs: In the first six months of 2015, there were 55 out-delegations with 257 people and 49 in-delegations with 336 foreign people for visiting, working and meeting in Quang Binh.

ODA projects: As of June 2015, volume of realized ODA projects was estimated to reach VND222.044 billion, of which corresponding capital was VND51.688 billion and ODA capital was VND151.9 billion. The reimbursed corresponding capital was VND 42.806 billion and ODA capital have not been reimbursed.

FDI projects: In the first six months of the year, the province newly granted to one project with a total investment of US$1 million, aiming to carry out construction of bonded warehouse and oil pipeline system from Hon La port to Khammouane province. Other FDI projects have been operational as scheduled plan.

NGO projects: In the first six months of 2015, the province received six NGO projects from the donors with a total money of US$968,700, of which four projects in social affairs, one project in education and training and one project in health.

Investment promotion: Generally, in six beginning months of the year, many domestic and foreign investors came to seek investment opportunities in the province such as An Viet Investment Joint-stock Company, VinGroup and Mchin Navi Mumbai Group (India). The province held many investment promotion activities to attract investors to Quang Binh, including a conference on investment promotion in South Korea, a conference to connect Quang Binh tourism and travel agencies in Ho Chi Minh City.

9. Business registration

Generally, in six beginning months of the year, the province granted certificate of business registration to 264 enterprises, rose by 25% from the same period last year with a total registered capital of VND 1,272 billion, raising total number of registered enterprises up to 4,016 enterprises, with a total registered capital of over VND16,833 billion.

10. Labor and employment

In the six beginning months of the year, the province provided jobs for 16,280 laborers, reached 50.9% of the plan. Of which, 10,950 laborers were provided with new jobs, reached 50.9% of the plan; 5,330 laborers were provided with more jobs. The province brought 984 laborers abroad for time-limit working, reached 42.8% of the yearly plan.

11. Social security

The province allocated 2,219 tons of rice from the Government to support poor people on Tet holiday and between-crop period; extracted money from provincial budget to present gifts to 537 policy beneficiaries; presented gifts of State President to 29,500 beneficiaries with a total expenditure of 6 billion VND.

Poverty alleviation: in the first six months of the year, rate of poor households decreased by 5.93%.

12. Traffic accidents

According the statistics, as of may 15, 2015, the province had 120 cases of traffic accidents, killing 58 persons and injuring 122 others. Compared to the similar period in 2015, cases of traffic accident decreased 15 cases; the number of deaths 5 persons; the number of injured persons 17 persons.
