Socio-economic situation in first half of 2014

(Quang Binh Website) - In the first half of 2014, GDP growth rate reached 7.8%. Agricultural production had a fair growth; the yield of winter-spring crop reached nearly 60 quintal/ha; total production of food reached 196,387 tons. Industrial production value grew by 10.2%, industrial production price index rose 8.3%, budget revenues reached VND1,100 billion... 

I. General evaluation

- GDP growth rate reached 7.8% (yearly plan rose 7.5%, same period 6.3%). Of which the sector of agriculture, forestry and fishery contributed 1.2%, the industry and construction 3.5%, and the service 3.1%;

- Agriculture, forestry and fishery production value rose 4.6% (the yearly plan was 3.0% and the same period last year was 4.3%);

- Winter-spring food production reached 196,387 tons, exceeded 5.9% of the plan, rose 5% from the same period last year (the yearly plan reached 27,500 tons);

- Industrial production value rose 10.2% (the yearly plan rose 10% and last year’s same period 9.8%); industrial production index rose 8.3% from last year’ same period (the plan rose 6.5%, last year’s same period 6.1%);

- Value of service sector rose 7.4% (the yearly plan rose 10% and last year’s same period rose 5.9%);

- Budget revenues were estimated to achieve VND1,100 billion (the yearly estimate is VND 2,200 billion), equaling 50% of local estimate;

- Creating jobs for 1.65 thousand laborers, reached 51.6% of the plan (the yearly plan reaches 3.2 thousand laborers);

- Rate of poor households reduced 2.3% (the plan reduced 3.5%);

- Rate of communes, wards and townlets meeting national standard on health reached 60.37% (the plan reaches 75%);

- Rate of secondary compulsory education reached 99.4% of communes, wards and townlets (the plan reaches 99.4%).

II. Obtained results in all fields

Economic growth

1. Agriculture, forestry and fishery

Agriculture

- Cultivation: The province’s winter-spring rice cultivated area in this year was at an estimate of 54,264.2 ha, rose 1.1% from the same period last year. Of which the cultivated area in Dong Hoi was 1,391.2 ha, rose 0.2%; in Ba Don was 4,784.1 ha, rose 0.2%; in Minh Hoa was 3,218.5 ha, equaling 93.9%; in Tuyen Hoa was 4,878.0 ha, equaling 98.7%; in Quang Trach was 6,379.2 ha, rose 2.1%; in Bo Trach was 13,164.2 ha, rose 2.4%; in Quang Ninh was 6,886.7 ha, rose 1.7% and in Le thuy was 13,562.3 ha, rose 2.4%.

The food production reached 196,387 tons, of which rice was 177,304 tons, reached 107.3% of the plan, rose 6.3% from the same period last year. Other cereals reached 19,083 tons, equal to 94.7% from the same period last year, equal to 95% of the plan. The rice productivity was estimated to reach 59.8 quintal/ha, rose 2.36 quintal from the same period last year.

- Perennial plants: in the first six months of the year, the area for perential plants was estimated to reach 19,380 ha, equal to 85.5% from last year’ same period, of which rubber area reached 14,233.8 ha, equal to 81%; pepper area 812.2 ha, equal to 90.5%; fruit-tree area 3,321.4 ha, rose 4.7%. Rubber latex production in six months reached 2,638.6 tons, equal to 73.9%; pepper 370.2 tons, rose 14.6% from the same period last year.

- Animal husbandry: As of April 1st, 2014, the province had 33,313 buffalos, rose 2.8%; 86,383 oxens, equal to 93.8%; 347,463 pigs, equal to 99.6%; 2,620 fowls, rose 9.1% compared to the figures in last year’ same period. The output of delivered live-weight meat reached 29,754 tons, rose 3.5% from the same period last year.

Forestry: Estimated wood production reached 130,100 m3, a rise of 66.7%; colophony production reached 1,120 tons, equal to 52.1% from the same period last year. The cared forest area was 14,185 ha, up 0.1%; the decentralized planted trees reached 2,120, up 0.7% from the same period last year.

Fishery: Estimated fishing production in six months achieved 27,050 tons, grew by 7.6% from 2013’s same period, reached 48.4% of the plan. Of which farmed production gained 3,205 tons, rose 3.9% from 2013’s same period; caught production reached 23,845 tons, rose 8.1% from 2013’s same period.

2. Industry

In the first six months of 2014, industrial production value rose 10.2% from the same period last year, of which the mining reached VND192.8 billion, rose 7.1%; the processing and manufacturing VND4,005.3 billion, rose 10.4%; electricity and gas supply VND126.4 billion, rose 9.6% billion; the water supply and waste treatment VND31.2 billion, rose 8.4%.

Generally, in six beginning months of the year, Industrial Production Index (IPI) rose 8.3%, this figure was higher than the yearly plan. Some products had fair growth rate from the same period last year, such as cement 15.1%, trade electricity 16.2%, running water 7.1%, shirt 10.9%, titan ore 95.3%, frozen cuttle-fish 99.5%, bottled beer 0.9%.

Handicraft production value and rural careers in the first six months of 2014 were estimated to reach VND1,068 billion, rose 8.5% from the same period last year.

3. Retailed sales of consumer goods and services

In the six beginning months of the year, total retail sales of consumer goods and services achieved VND7,239.4 billion, rose 12.5% from the identical period last year (if the factor of inflation were excluded, the growth rate would be 7.5%).

4. Exports and imports

Export

Export turnovers reached US$ 59.9 billion, equal to 39.9% compared to the plan and 80.2% from the same period last year, of which exports of some items increased sharply from the estimate: rubber, diverse woods, seafood, colophony, fertilizer, coffee bean and charcoal.

Imports

Generally, in six beginning months of the year, import turnovers reached US$ 39.4 billion, reached 78.8% of the plan, rose 60.9% from the similar period in 2013, 100% is direct imports. Main items for imports were diverse woods, raw material for new medicines and others.

5. Tourism

In the six beginning months of the year, estimated number of visitors to Quang Binh reached a record with 1,809 million arrivals, rose 144.5% from the same period last year, of which only visitors coming to General Vo Nguyen Giap reached 67,333 groups/750,006 arrivals with the peak day of up to 32,000, of which travel visitors reached VND339.900 arrivals, rose 22.7%; international visitors 27.500 arrivals, rose 40.4% (international travel visitors reached 25.300 arrivals, up 37.9% from the same period last year).

6. Transport: Estimated transport turnovers in the first six months of the year reached VND 1,124 billion, increased 11.4% from the same period last year. Of which, transport turnovers from roadway reached VND 1,083.6 billion, from waterway VND 25.1 billion, from warehouses and auxiliary services VND 15.2 billion.

7. Consumer price indexes

Average consumer price indexes (CPI) in six beginning months of this year rose 4.95% from the figure in the last year’s identical period and grew by 1.26% compared to December 2013.

8. Budget revenues and expenditures

Budget revenues: Total estimated provincial budget revenues in the six beginning months of the year achieved 1,100 billion dong, equaled 50% of the local estimate, rose 4.95% from the figure in the last year’s identical period. Of which, revenues from budget balance reached VND 807,616 billion, reached 54.84% of local estimate, rose 31% from last year’ same period; revenues from off-budget balance reached VND 127,384 billion, equal 34,68% of local estimate, equal 89,53% from last year’ same period; revenues from export-import balance reached VND 165 billion, reached 45,83% of the Central estimate, equal 90% from last year’ same period.

Budget expenditures: In the six beginning months of the year, total provincial expenditures reached an estimate of VND3,172 billion, reached 54.7% of the local estimate. Of which, spending for investment development achieved VND695 billion, reached 48.16%; regular spending VND2,125 billion, reached 50.07% of the estimate.

Credit: Estimated in six months, realized source of capital was an increase of 7.5%; outstanding debt of loans rose 7.3% compared to early year. As of end of June 2014, total mobilized capital was estimated reaching VND 17,700 billion, grew by 7.5% from early year; the total outstanding debt of loans reached VND 20,500 billion, rose 7.3% from the early year.

9. Foreign affairs and investment promotion

Foreign affairs: Paid attention to boost friendly and cooperative relations with Khammouane and Savanakhet and neighbouring countries of Laos and Northeastern region of Thailand.

In the first six months of 2014, there were 35 out-delegations with 88 people and 101 in-delegations with 300 foreign people for visiting, working and meeting in Quang Binh.

ODA projects: In the first half of the year, the total reimbursed capital of ODA projects was VND 157.562 billion, reached 63.8% of the plan, of which ODA capital was VND 137.189 billion, corresponding capital was VND 20.373 billion.

NGO projects: In the first six months of 2014, the province mobilized the implementation of 9 NGO programes and projects with a total committed investment of USD 837.705, aiming at improving livelihoods for the disable people, landmine victims and poor people...

Invesment promotion: Focused on speeding up promotion and attraction of investment in the province and directly worked with investors from German, India, Russia, Sweden, Czech and South Korea. Especially, the province coordinated with the Vietnam Commercial Joint-stock Bank for Investment and Development (BIDV) to successfully organize the 1st conference on investment promotion of Quang Binh province.

Generally, in six beginning months of the year, the province issued Certificate of Investment and signed cooperative agreements with 23 projects with a total investment of VND 20.108 billion. Of which, granting Certificate of Investment to 13 projects with a total investment of VND 8.508 billion, and signing cooperative agreements with investors to carry out 10 projects with a total investment of VND 11.600 billion.

10. Business registration: Generally, in six beginning months of the year, the province granted certificate of business registration to 210 enterprises, equal 94.2% from the same period last year, with a total registered capital of VND 886 billion, raising total number of registered enterprises up to 3,641, with a total registered capital of over VND 15.561 billion.

Social affairs

1. Education and training

In the first six months of the year, the province focused on improving quality of teachers and educational managers; upgrading infrastructures and equipment for schools and classrooms, mobilizing all resources to repair schools and classrooms affected by natural disasters; speeding up secondary compulsory education. Up to now, the province had 268 schools meeting national standards.

According to preliminary reports, the rate of high-school graduate students reached 99.32%; the rate of high-school continuing education graduate students reached 96.93%.

In 2013-2014 school year, the province had 616 schools and educational establishments; 100% of communes, wards and townlets established community studying center.

2. Healthcare

The people's healthcare was concerned; quality of examination and treatment was improved; prevention from epidemic diseases was strengthened with effective measures.

The province had 159/159 of communes, wards and townlets having medical station, reached 100%; 96/159 of medical stations meeting national standards according to the criteria in the 2011-2015 period, reached 60.37%; 159/159 medical stations having doctors, reached 100%; 100% medical stations having essential medicines for treatment and examination.

3. Cuture and Sport

In the first six months of the year, the province successfully organized a series of cultural activities to celebrate the 410th anniversary of founding Quang Binh province such as art performance, the opening of the 7th Provincial Sports Festival...

In high-performance sports: in the first six months of 2014, the province gained 77 medals, of which 26 gold medals, 26 silver medals and 25 bronze medals.

4. Labor and employment: In six beginning months of the year, the province provided stable jobs for 16,528 laborers, reached 51.6% of the plan, of which, creating new jobs for 8,843 laborers (reached 40.3% of the yearly plan), creating more jobs for 8,085 laborers and bringing 1,398 laborers to work abroad, reached 53.8% of yearly plan.

5. Social security: The province distributed more than 3,390 tons of rice from the Government and other sponsors to assist poor people during the Tet holiday and between-crop period; visited and presented over 41.707 gifts, worth VND 9,373,850,000 to poor households, children and difficult families.

6. Poverty alleviation: in the first six months of the year, rate of poor households reduced by 11.88% (the number of poor households in early year was 31,796, in the first six months of the year, the number of poor households reduced 5,170 households, corresponding to 2.3%).

7. Traffic accidents: According the statistics, from December 16, 2013 to June 15, 2014, the province had 178 cases of traffic accidents, killing 69 persons and injuring 159 others. Compared to the similar period in 2013, cases of traffic accident decreased 57 cases (reduced by 24%); the number of deaths 13 persons (reduced by 16%); the number of injured persons 82 (reduced by 34%). Damage of assets was estimated at VND1.56 billion.
