Socio-economic situation in 2012

(Quang Binh Website) - In despite of facing many difficulties and challenges, thanks to the timely and positive guiding of the Government, ministries and central agencies, with the great efforts made by the provincial Party Committee, People’s Council and People’s Committee, all levels and sectors, businesses and the unanimity of the entire people in taking comprehensive and drastic measures, the province’s socio-economic situation in 2012 has had positive changes and obtained remarkable results in all fields. Economy has developed stably; rate of growth has achieved fairly; a lot of big changes have been seen in cultural and social fields; national defence and security have been strengthened, social safety and order have been maintained; the life of people has been stabilized and improved step by step. 

I. GENERAL EVALUATION

1. Economic targets:

- Gross Domestic Products (GDP) Growth achieved 7.1% (the plan: 8.5-9% and the same period last year: 8.6%).

- Agricultural - forestry and fishery production value rose by 4.6% (the plan: 4-4.5% and the same period last year: 4.4%).

- Industrial production value increased by 9.1% (the yearly plan: 16-17% and the same period last year: 14.5%)

- Value of service sectors increased by 13.5% (the yearly plan: 11-12% and the same period last year: 10.6%)

- Economic structure: Agriculture - forestry - fishery accounted for 21.4%; industry – construction accounted for 36.2%; service accounted for 42.4% (the plan: 20% - 38% - 40% respectively).

- Food production reached 28.4 thousand tons, increased by 0.9% as compared with the same period last year, equal to 107.2% of the yearly plan (the plan: 26.5 thousand tons, same period: 26.05 thousand tons).

- Export turnover value reached US$125.6 million, equal to 79.2% against the same period last year, reached 83.7% of the plan (the plan: US$150 million, same period: US$150 million).

- Total budget revenue achieved VND 1,820 billion, reduced by 11.14% over the same period last year (yearly estimate: VND 1.815 billion).

- Average income per capita reached VND20.6 million (the plan: VND19-20 million)

2. Social targets

- Providing jobs for 3.1 ten thousand laborers, reached the scheduled plan (yearly plan: 3-3.2 ten thousand laborers)

- Rate of poor household reduced by 3.67% over the year 2011 (yearly plan fell by 3.5-4%; the end of 2012 fell by 17.5% according to new standards)

- 99.4% of communes, wards and townships met secondary compulsory education (the yearly plan: 99.4%)

- 45% of communes, wards and townships met the national standards on health (yearly plan: 45%)

- 100% of medical stations in communes, wards and townships had doctors (the yearly plan: 100%)

- 48% of trained laborers, of which vocationally trained laborers reached 27% (the plan: 48% and vocationally trained laborers: 27%)

3. Environmental targets

- Tỷ lệ dân số đô thị được sử dụng nước sạch 87% (KH 87%)

- Tỷ lệ dân số nông thôn được sử dụng nước hợp vệ sinh 77% (KH 77%)

- Tỷ lệ che phủ rừng 70% (KH 67,7%)

- Rate of urban population using fresh water reached 87% (the plan 87%)

- Rate of rural population using hygienic water reached 77% (the plan: 77%)

- Rate of forest cover reached 70% (the plan: 67.7%)

II. ECONOMIC GROWTH

1. Agriculture, forestry and fishery

a. Agriculture:

Cultivation: Area under cultivation was estimated at 85,186.4 ha, up 1.2% as compared with the same period last year; grain food productivity reached 284,000 tons, up 0.9% as compared with the same period last year; other cereals reached 21,500 tons, up 1.1% as compared with the same period last year. Perennial industrial plants: rubber cultivated area was estimated to reach 16,866.7 ha, of which newly planted 1,110 ha.

Husbandry: buffalos increased by 1.1%, oxen 0.2%, pig 3% and fowl 0.1%. Rate of cross-bred cow accounted for 28% (28,500/100,803 cross-bred cow).

b. Forestry: As estimated, the exploited wood production reached 215,119 m3, rose 57.6% and reached 132%; the exploited colophony production reached 4,816 tons, rose 7.1% against the same period last year, reached 106.7% of the plan; concentrated planted area reached 6,514 ha, rose 44.2% against the same period last year; decentralized planted trees were 4.1 million, rose 1.2% against the same period last year.

c. Fishery:

2012’s total estimated fishing production reached 56,536 tons, rose 8.8% from the same period last year and 10.8% of the plan, of which catching production reached 46,745.7 tons, rose 9.1% from the same period last year, 11.3% of the plan; Aquaculture production was at an estimation of 9,790.8 tons, rose 7.2% from the same period last year. Aquaculture area was at an estimation of 4,651 ha, reduced 0.1% from against the same period last year, equaling 90.3% of the plan.

2. Industry

The Industrial Production Index (IPI) was estimated to rise 9.1% from the same period last year. 2012's Industrial production value reached VND4,141.9 billion, rose 9.1% from the same period last year, of which mining reached VND129.8 billion, by 5%; processing and manufacturing reached VND4,197 billion, by 9.3%; electricity reached VND69 billion, by 3.6%; water supply reached VND19.1 billion, by 11.3% from the same period last year. Some products had a high increase such as clinker by 117.8%, titan ore by 34.3%, ceramic brick by 1.4% and running water by 16.1% from the same period last year.

3. Service

a. Total retailed sales of consumer goods and services: As estimated, 2012’s total retailed sales of consumer goods and services reached VND14,150 billion, rose 18% from the same period last year (if the factor of inflation were excluded, it would be 7%).

b. Exports-Imports

- Exports: 2012’s export turnovers were at an estimation of 125.6 million USD, reduced 22.8% from the same period last year, equaling 83.7% of the plan. Main exported goods included rubber, pulp, woods of all kinds, aquatic products, colophony and fertilizers. Of which, aquatic product rose 135% from the same period last year, colophony by 88.6%, dry pulp by 40.6%.

- Import: import turnovers were at an estimation of 37 million USD, equaling 92.3% as compared with the same period last year and 92.5% of the plan.

c. Tourism:

The number of visitors to Quang Binh in 2012 was at an estimation of 1,046.1 arrivals, rose 8.0% from the same period last year. Remarkably, the number of travelers rose 30.7% from the same period last year, reached 479.6 arrivals; of which international visitors reached 12,000 arrivals, rose 3.8% from the same period last year.

As estimated, total turnovers from hotels, restaurants and tourism reached VND1,175.2 billion, rose 18.4% from the same period last year. Of which, turnover from hotel reached VND138.8 billion, by 5%; from restaurant VND985.1 billion, by 18.8%; from tourism VND51.3 billion, by 67.8% from the same period last year.

d. Carriage of passengers and cargos

A lot of positive changes have been seen in carriage of passengers and cargos, especially shipping, seaport and airport. Hon La port reached 125% of its capacity; Dong Hoi airport reached 75-80% of capacity on an average.

e. Market price: 2012’s Consumer Price Indexes (CPI) rose 10% from the same period last year. Thanks to the State's policies and the timeliness and effectiveness of implementation of solutions on strengthening the management and stabilization of prices, goods market remained the stability; CPI did not rise too highly.

4. Capital construction investment

In 2012, the Central government allocated VND381.6 billion to supplement to local budget to invest in key projects of the province. As estimated, 2012's realized social investment capital at current prices was at an estimation of VND4,213 billion, rose 8.1% from the same period last year. Of which, the state sector’s investment capital was 1,428 billion dongs, rose by 11.1%; and the non-state sector's investment capital was 2,785 billion dongs, by 10.3% from the same period last year.

5. Finance - Credit

Finance: In 2012, revenues from State budget was at an estimation of VND1,820 billion, declined by 11.14% from the same period last year. Of which, revenues from Central State enterprises reached VND125 billion, equaled 89.3%; from local state enterprises reached VND150 billion, equaled 100%; from FDI capital reached VND16 billion, equaled 400%; from non-state enterprises reached VND311 billion, equaled 87.4% of local estimate from the same period last year.

Total spending from State budget reached VND4,816 billion, equaled 124.6% of local estimate.

Credit: As of late 2012, total number of mobilized capital was estimated reaching VND13,500 billion, rose 29.4% from early year; the total outstanding debt of loans reached VND16,800 billion, rose 6.1% from early year.

6. Foreign affairs and investment promotion:

ODA projects: 17 ODA projects have currently been carried out in the province. Of which, four projects have been completed in 2012, three projects will be finished in 2013 and ten projects will be continued. In 2012, ODA projects have reimbursed VND1,143.26 billion, reached 97% of the plan. Of which, ODA capital was reimbursed VND1,024.5 billion and corresponding capital was VND118.76 billion.

NGO projects: In 2012, the province mobilized 47 projects and programs with a total committed capital of over USD4,35 million with a focus on building small-scaled infrastructures; supporting development of community; helping war victims and disabled people; building and developing rural life, contributing to socio-economic development in the benefited areas from the projects.

Investment promotion: In 2012, the province has worked with foreign and domestic investors, including Australia, Thailand, Germany and South Korea with the aim to introduce potentials and investment opportunities in the province's advantaged fields such as tourism, industry, agriculture, fishery, vocational training and development of new urban area.

7. Development of economic sectors:

In 2012, the province has issued certificate of business registration to 330 enterprise, equaled 72.8% from the same period last year. Of which, there were 25 private enterprises, 132 two-member limited companies, 103 one-member limited companies and 19 joint-stock companies with a registered capital of VND1,502 billion.

II. SOCIAL ISSUES

1. Education and training

In 2012, the province had 765 schools and educational establishments; 159/159 communes, wards and townships had community studying centers; 6/7 districts and cities with 154/159 communes, wards and townships met standard for compulsory primary education within right age group (reached 96.9%); 7/7 districts and city with 158/159 communes, wards and townships met standard for compulsory secondary education (reached 99.4%). As of late 2012, there were 242 schools recognized national standards.

2. Health

The province had 159/159 communes, wards and townships having medical stations; 132/159 medical stations met national standard, reached 83%; 159/159 medical station had doctors; 100% of villages and hamlets had medical staffs; 100% of medical station was full-equiped with essential medicines for medical treatment and examination.

3. Culture, sport

In some sport games held in this year, the province won 167 medals of all kinds (including 69 gold medals, 39 silver medals and 59 bronze medals), of which, 12 international medals (8 gold medals, 1 silver medal and 3 bronze medals).

The province has so far had 162,330 families registering the "cultural family" title, accounted for 97%; 764 villages and hamlets registered cultural title, accounted for 60%; 628 agencies and units registered cultural title, accounted for 68%.

4. Labor, War Invalids and Social Affairs

In 2012, the province provided jobs for 3.100 thousand laborers. The number of poor households accounted for 17.5%, decreasing rate of poor households by 3.67%. Poverty alleviation and support for building houses for poor households in rural areas, especially ethnic minority people in remote areas were paid much attention; the people's life was improved step by step. The province also allocated over 1,750 tons of rice in food aid from the Government, of which 500 tons of rice was distributed on the occasion of Tet (Lunar New Year) and 1,250 tons for the between-crop period; paid a visit and presented 52,309 gifts, worth over VND11.4 billion to policy families.

5. Traffic accidents

According to statistics, the province had 475 cases of traffic accident, killing 140 persons and injuring 470 others. Compared to 2011, cases of traffic accident decreased by 186 cases, the death by 25 persons and the injured by 227 persons.
