Socio-economic situation in the first nine months of 2012

(Quang Binh Website) - The province"s socio-economic situation in the first nine months of 2012 has remained stable and had a high growth rate; agricultural production has had a bumper crop; industrial production has met a lot of difficulties but still reached a growth rate as compared with the same period; services and tourism have continuously developed; socio-economic infrastructure has been paid more attention; cultural and social fields have had a positive changes; national defence and security have been strengthened; social safety and order have been maintained; social security has been concerned; the life of the people has gradually been improved. 

I. Socio-economic situation in September and the first nine months of 2012

1. Agriculture

a. Cultivation: the province had 85,186.4 ha of area under cultivation, increased by 1.2% against the same period last year. Of which, area under cultivation for summer-autumn crop was 31,064.5 ha, increased by 1.8% against the same period last year. Concretely, rice was 24,041.7 ha, rose by 2.1%; maize 553.6 ha, equal to 99.6%; sweet potato 850 ha, equal to 98.5%; vegetables 1,673.9 ha, rose by 2.7%; bean 1,788.4 ha, rose by 2.2%; peanut 830.2 ha, up to 4.4% and sesame 167.5 ha, equal to 85% of same period last year.

At present, localities are focusing on speeding up the progress of harvesting summer-autumn rice. As estimated, rice productivity reached 49.1 quintal/ha, reduced by 0.3%, reached 102.2% of the plan; food production reached 283.813 tons, increased by 0.9% of same period last year, reached 107.1% of the plan; food production for summer-autumn crop was 95,239.7 tons, equal to 98.9% against the same period last year, of which rice production was 93,714.7 tons, equal to 98.9%; other food 1,525.0 tons, equalt o 97.4% of same period last year.

The area of perennial plant was 22,085 ha, increased by 6.4% against the same period last year, of which rubber area was 16,867 ha, rose by 7% against the same period last year.

b. Livestock feeding: As of October 01, there had 34,407 heads of buffalo, reached 86% of the plan, ros by 1.1% of same period last year; 100,803 heads of cow, reached 82.6% of the plan, increased by 0.2%; 364,919 heads of pig, reached 92.4%, increased by 3%; 2,360,000 heads of cattle, reached 94.4% of the plan, increase by 0.1% of same period last year.

c. Forestry: Wood cut production in nine months was estimated at 198,391 m3, increased by 138.4% against the same period last year, reached 121.7% of the plan; colophony production was 4,249 tons, rose by 8.5% of same period last year, reached 108.5% of the plan. The area of concentrated forestation was 14,358 ha rose by 2.1% against same period last year, reached 104.4% of the plan; the area of separated forestation gained 2,054 trees, increased by 4.05% of same period last year.

d. Fishery: Fishery production in September was estimated achieving 5,183.4 tons, increasing by 5.4% against same period last year; in nine months was 44,225 tons, increasing by 8.2% of same period last year. Of which, catching production in nine months was 36,265 tons, increasing by 8.1%; farmed production was 7,960 tons, increasing by 8.7%.

2. Industry

Industrial production index in nine months increase by 7.2%; industrial production value (at 1994 constant prices) gained 3,128.8 billion VND, increase by 9.6% of same period last year, reached 66.6% of the plan.

The provice focused on direction to implement industrial production projects such as Van Hoa cement plant, speeding up site clearance and reclamation in Quang Trach 1 thermoelectric plant, Kim Tin welding rod production plant, MDF wood processing plant with a capacity of 240,000 m3/year.

Industrial park and economic zone: turnover in the first nine months was estimated reaching VND1,350 billion, rose by 45% against same period last year; export value reached USD186.4 million, increase by 48.6% of same period last year.

3. Services

a. Domestic trade: Total retail sales of goods and services in September were estimated achieving VND1,120 billion, rose by 0.4% against last year and 10.9% of same period last year; those in the first nine months were VND10,245.8 billion, up to 17.9% against same period last year. Turnover from State economy increased by 16.6%; individual economy by 19.2%; private economy by 16.2% and collective economy by 26.7% against same period last year.

b. Exports and imports

- Exports: Export turnovers in September was estimated reaching USD9 million, those in nine months reached USD93.5 million, equal to 80.8% of same period last year, reached 62.3% of the plan.

- Imports: Import turnovers in September was estimated achieving USD3.5 million, those in nine months reached USD25.7 million, increased by 11.1% of same period last year and reached 64.4% of the plan.

c. Tourism: the volume of visitors to Quang Binh in September was estimated reaching 92.3 thousand people, reduced by 15.5% against last year and increased by 12.4% of same period last year, those in nine months reached 863.1 thousand people, increased by 9.4%, of which international arrivals reached 19.8 thousand people, up to 0.6% against same period last year.

Turnovers from tourim, hotels and restaurants in September was VND100.9 billion, reduced by 6.5% against last year and increase by 27.7% againt same period last year; those in nine months reached VND912 billion, increased by 17.3% of same period last year.

d. Transport: transport activities had a lot of positive changes, meeting the demand of cargo transport and passenger carriage, especially sea transport, seaport and airline transport.

4. Capital construction

Realized investment capital was estimated reaching VND156.9 billion in September and VND1,025.7 billion in the first nine months, increased by 8,13% of same period last year. Of which, budget capital under central management reached VND160.3 billion; capital under local management reached VND865.4 billion. Concretely, agricultural, forestry and fishery was VND147.2 billion; transport VND353.8 billion; health and social activities VND86.6 billion and educationVND87.6 billion.

Capital reimbursement for investment and development had many positive changes; rate of reimbursement in first nine months was estimated reaching 65% of estimates.

5. Finance - Credit

Finance: Budget revenues in September were estimated at VND1,151.8 billion, reached 63.5% of local estimate, equal to 97% of same period last year. Concretely, revenues from central state-owned enterprises reached VND78.02 billion, up to 2%; from local state-owned enterprises were VND85.35 billion, up to 2%; from FDI enterprises were VND15.9 billion, up to 851%; from non-state enterprises were VND155.75 billion, equal to 82% of same period last year.

Total expenditures in nine months were estimated at VND4,225.8 billion, reached 88.7% local estimate.

Credit: As of August 31, total mobilized capital was VND12,935 billion, rose by over 24% against early year and by 21% of same period last year; outstanding debts were VND16,312 billion, rose by 3.1% compared with early year. Of which, loan for agriculture and rural development was VND2,345 billion, accounted for 14.6% of total outstanding debts; for poor households and policy beneficiaries was VND2,002 billion, accounted for 12.5% of total outstanding debts; loan according to Resolution No.30a of the Government was VND60,046 billion.

6. Foreign economy and investment promotion

ODA projets: speed up progress of implementing the projects as scheduled plan; strengthen inspection and supervison to ensure the quality of projects; renovate method of investment promotion towards selecting investors who have financial capacity and projects in accordance with potentials and strengths of the province; reform administrative procedures to create favorable conditions for foreign and domestic investors in the process of implementing the projects in the province. In September, the provincial People’s Committee worked and signed a cooperation agreement on socio-economic development strategy with the Zeta Plan & Investment Company from the Republic of Korea.

Foreign affairs:

+ Exit delegations: In the first nine months, solving exit procedures for 79 delegations with 597 people to Laos, Thailand, Campuchia, Singapore, Malaysia, Philippine, China, South Korea, Japan, Isreal, Australia and Canada for visiting, working, studying, training, conferences, investment promotion and activities to welcome “Viet-Lao Friendship Solidarity Year”.

+ Entry delegations: there were 87 in-delegations with 971 people from Laos, Thailand, Philippine, Republic of Korea, Indonexia, Japan, Nepal, Germany, Italy, England, France, America, Canada, Australia, Spain and Switzerland for visiting, working and conference.

7. Business registration: In September, 23 enterprises with a total registered capital of VND170.55 billion were issued certificate of merit; in the first nine months, 251 enterprises were issued certificate of merit with a total registered capital of VND715.16 billion; 57 enterprises were revoked certificate of merit; 39 enterprises were dissolved, rose by nearly 250% of same period last year.

8. Education – Training

In new academic year of 2012-2013, the province had 587 schools with 180 kindergartens, 209 primary schools, 165 secondary schools and 33 high schools.

So far, 159/159 communes, wards and townlet meets the national standards on primary compulsory education; 6/7 districts and city with 153/159 communes, wards and townlets meets standards on primary compulsory education at the age; 7/7 districts and city with 158/159 communes, wards and townlets meets standards on secondary compulsory education.

9. Health care

The province has 159/159 communes, wards and townlet having medical stations, reached 100%; 132/159 medical stations meets national standards, reached 100%; 100% of villages and hamlets has health staff; 100% medical stations has essential equipment for examination and treatment.

As estimated in the first nine months, the province has 879,560 people for examination and treatment, of which 86,754 patients were treated at provincial hospitals; 340,196 patients at district hospitals and 452,610 patients at commune, ward and townlet hospitals.

10. Culture, sport, information and communications

Successfully organize cultural and sport activitiesto welcome the great holidays; spread art movements to the masses; implement musical performances to raise fund for charitable activities.

Actively organize sport activities in response to the campaign “Studying and following moral example of Ho Chi Minh”, patriotic emulation movement and the anniversary of National Day September 2.

Direct new agencies and localities to strengthen propaganda on guidelines and policies of the Party and State, honestly reflecting all aspects of socio-economic life of the province.

11. Labor, war invalids and social affairs

Continue speeding up the program on job creation and poverty reduction in association with major socio-economic programmes; strengthen vocational training and labor export.

Work of social security has been paid more attention. The life of the people has gradually been improved, especially ethnic minority people in far-flung and remote areas.

Poverty reduction has well been implemented. In the first nine months, the province was estimated reducing 6,207 poor households, reducing the number of poor households by around 37,849 households, making up 17.6% of total households.

12. National defence and security

In the first nine months, political security, social safety and order have been maintained; military and national defemce have been strengthened.

Traffic accidents: In September, the province occurred 33 traffic accidents, killing 11 persons and inhuring 30 others, causing a damage of over VND100 million. As compared to the same period last year, the number of traffic accidents decreased by 31 cases; the death by 4 persons and the injured by 36 persons. In the first nine months, the province happened 454 accidents, killed 121 persons and injured 431 others, caused a damage of around VND2.4 billion. As compared with same period last year, number of traffic accidents fell by 167 cases, the number of dealth fell by 37 persons and the number of injured people by 215 persons.

II. Major assignments in fourth quarter of 2012

1. Focus on speeding up summer-autumn rice harvest and preparing for production of winter-spring crop. Carry out the policies to develop livestock feeding; strengthen inspection and prevention from epidemic diseases, keep a close control of transport and killing cattles and poultry not to occur the outbreak of epidemic diseases.

Complete targets and plan for protection and development of forestry in 2012; strengthen forest land allocation, forest protection, inspection, control and transport of illegal forest products and wild animals.

Implement support policies aiming at encouraging aquatic production, exploitation and other marine services offshore under the Decision No. 48/2010/QD-TTg dated 13 July 2010 by Prime Minister.

2. Focus on industrial development, striving to reach high growth rate; create favorable conditions for the ongoing projects and timely implement policies and regulations of the State to deal with difficulties for enterprises, especially industial production businesses according to Resolution No.13/NQ-CP dated May 10 2012 by the Government.

3. Strengthen market management; prevent from trade fraudulence; stabilize supply and demand and market prices, especially essential commodities; promte trade and tourism activities via Cha Lo-Na Phau International Border Gate to expand marlet to provinces in the Lao's central region and the Thailand's North-East region.

4. Continue strengthening management of construction investment under the direction of the Government according to Direction No.1792/CT-TTg dated October 15 2011. Focus on accerlating site clearance, reclamation and the progress of implementing the provice's key projects; attract and take advantage of financial support from ODA projects; carry out reimbursement of ODA projects, especially Dong Hoi city environmental sanitation project, solar power project and Phong Nha - Ke Bang region project.

5. Strictly deploy Instruction No.22/CT-TTg dated September 5 2012 by Prime Minister regarding the tasks of finance - State budget during the last months of 2012; give a priority to infrastructure development and disaster prevention; effectively implement key socio-economic programmes of the province, build a new rural life and ensure social security.

Speed up mobilization of capital to serve production and business; of which giving a priority to dealing with difficulties for businesses to develop agriculture and implement the key socio-economic programmes of the province; giving a support loan for beneficiaries and poor households to develop production and resume their life.

6. Continue speeding up foreign affairs and investment promotion; focus on calling upon investment in key projects of the province; closely cooperate and create favorable conditions for investors to seek investment opportunity in the province.

Step up the progress of reimbusrment of ODA projects such as IPAD Poverty Reduction Decentralized Project for third phase and Dong Hoi city urban development project funded by ADB...

7. Focus on dealing with difficulties for enterprises and create conditions for private economy to develop; encourage investment in major fields; pay attention to the quality and efficiency of collective economy, especially co-opertative society. Continue implementing solutions to support for rural economy development; create conditions for development of family economy and farming economy.

8. Manage and implement the land use planning for the period 2011-2020 and the land use planning for the period 2011-2015 of the province. Focus on speeding up implementation of the project on development of land fund to invest in infrastructure development.

9. Step up the program on development of human resources in association with the policy on attracting the talent people of the province in the period 2011-2015; strengthen secondary compulsory education and fulfill new academic year.

10. Speed up scientific research and techonological development, application of biological technology in agricultural, forestry and fishery production and environmental protection.

11. Improve quality of medical examination and treatment as well as health care for the people, especially for poor people and children under six years old. Arrange and assign doctors to medical stations of communes; pay attention to building medical stations meeting national standards on health (according to new standards); keep a close control of epidemic diseases and conduct food safety inspections.

12. Speed up implementation of the program on rapid and sustainable poverty reduction according to Resolution No.30a/NQ-CP of the Government. Implement the policies on social security to timely support for the people; focus on completing the program on housing assistance for poor households in rural areas according to Decision No.167/QD-TTg of Prime Minister; mobilize all source of capital to delete temporary houses for poor households according to Decision No.167/QD-TTg of Prime Minister.

13. Oranize cultural and sport activities; strengthen inspection of relevant fields and spread cultural information to the people.

14. Effectively implement State administrative programmes for 2012 to create favorable conditions for people, enterprises and investors.

15. Pay attention to anti-corruption, thrift practice and against wastefulness prevention; strictly implement criticism and self-criticism according the spirit of Central Resolution 4 (term XI) regarding urgent issues on building the Party in the current period.

16. Speed up implementation of comprehensive solutions to minimize number of traffic accidents and take drastic measures to maintain social safety and order.
