Socio-economic situation in the first quarter of 2012

(Quang Binh Website) - The province’ socio-economy in the first quarter of 2012 has been happening in a difficult and challenging background. The achievements of all sectors in this quarter are shown below: 

1. Agriculture

a. Agriculture:

In the first quarter of 2012, the total area under cultivation for winter-spring crop was estimated reaching 52,865 ha, increasing 1% as against the same period last year. The whole province had 32,916 ha of food crop, up 1.6%; 9,507 ha of cereal crops, up 1.4%; 4,730 ha of diverse vegetables, equal 97.4%; 4,608 ha of industrial crops, up 0.8%; 1,104 ha of other perennial crops, equal 97.9% as against the same period.

Concretely, the province had 28,830 ha of rice under cultivation, up 1.7% as against the same period, reached 105.2% of the plan; 3,994 ha of maize, up 4.8% as against the same period, reached 97% of the plan; 3,085 ha of sweet potatoes, equal 96.6%; 597 ha of other potatoes, equal 95.7%; 4,250 ha of diverse vegetable, equal 98%; 4,268 ha of peanut, equal 98.3% as against the same period.

b. Livestock feeding:

Livestock feeding in the first quarter had continuously had positive changes towards concentrated production and small-sized breeding farms.

Continue speeding up control of poultry and cattle transport; keep close control of killing poultry and cattle and ensure food safety and hygience.

Vaccination for cattle and poultry has been paid much attention to prevent and control epidemic disease.

2. Forestry

Wood production in March was 16,451m3, and in three months was 30,235m3, up 35.4% as compared with the same period (of which pulpwood reached 27,434m3, up 33.5% as against the same period and make up 90.7% of the total of wood production).

Pine exploitation in March was estimated reaching 205 tons, and in three months was 375 tons, up 38.9% as against the same period.

Reforestation area in three months was estimated to reach 3,492 ha, up 2.2 % as compared with the same period; decentralized planted trees in three months were 2,045 thousand, up 3.6% as compared with the same period.

3. Fishery

Fishing production in this quarter of 2012 has continued growing. Total fishery production in March was estimated reaching 3,412.8 tons, and in three months was 7,922.1 tons, up 7.2% from last year’ same period, of which catching production in the quarter was estimated reaching 6,766.9 tons, up 7.2% from last year’ same period, aquaculture production was estimated reaching 1,155 tons, up 7.6% from the same period last year.

4. Industry

The Industrial Production Index (IPI) in March rose 17.1% from the same period in 2011, in three months rose 6% from the same period, of which the mining increased by 3%; the processing by 6.2%; the power, gas and water supply by 4.2%.

In three months, some main industries had an increase in IPI over the same period last year. Concretely, cement and mortal rose 8.7%; stone, sand, gravel, clay and kaolin rose 7.5%; alcohol-free beverage rose 5.5%; electricity supply rose 4.7%; ferterlizer rose 3.4%; water supply rose 3.2% and garment rose 1.7%...

5. Service

a. Total retailed sales of consumer goods and services

As estimated, the quarter’s total retailed sales of consumer goods and services reached VND3,478.1 billionn, up 25.4% from last year’ same period. Of which the individual economic sector reached VND260.1 billion, increased by 40.3% as against the same period; the collective sector reached VND3.8 billion, increased by 32.9% as against the same period; the individual sector reached VND2,109.7 billion, increased by 32.9% as against the same period; the private sector reached VND1,104 billion, up 10.7% from last year’ same period.

b. Export and import

Export: This quarter’s export turnover was estimated reaching USD 33.2 billion, reduced 14.2% from last year’ same period:

Export situation of some main commodities in three months of this year is as bellow: rubber reached 7.2 thousand tons, up 7.5% against the same period last year, diverse wood reached 2.8 thousand m3, reducing 22.5%; titan ore reached VND15.8 thousand tons, increased 9.3 times; pine resin reached 697.3 tons, increased three times; fishery reached 8 tons, reduced 83.1% against the same period last year.

Import: import turnover in three months was estimated reaching USD6.8 million, up 14.2% against the same period of 2011.

c. Tourism

As estimated, the number of tourists to Quang Binh in March reached 75.3 thousand and in three months reached 202.9 thousand, up 5.9% as compared with the same period. Of which international visitors reached 4.1 thounsand, reducing by 3.9% from last year’ same period.

Among arrivals to Quang Binh, visitors coming for tourist purposes in three months were 69.9 thousand up 53.7% as compared with the period.

Turnover from hotels, restaurants and tourism in three months was estimated reaching VND258.3 billion, up 5.5% from last year' same period.

d. Carriage of passengers and cargos

The volume of cargos carried in this quarter was estimated reaching 3.1 million tons and 141.6 million tons-kilometers, increasing by 1.3% in tons and 1.8% in tons-kilometers against the same period last year.

Passenger carriage in the quarter was estimated reaching 3.9 million and 138.3 million passengers-kilometers, increasing by 1.4% in passengers and by 2.1% in passengers-kilometers against the same period last year.

Total turnover from carriage in three months reached VND399.6 billion, up 8.7% against the same period last year. Of which, carriage of cargos reached VND284.5 billlion, up 8.0%; carriage of passengers reached VND81.1 billion, up 14.3%; service and transport agents reached VND 34.0 billion, up 2.4% against the same period last year.

e. Price Index

March’s Consumer Price Indexes (CPI) slightly rose 0.2% from February, up 2.74% from December of 2011 and up 13.88% from last year' same period; This quarter’s average CPI increased by 15.61% as compared to that in the same period in 2011.

6. Capital construction investment

Capital construction investment was estimated to reach VND 226.9 billion, up 3.3% against the same period last year. Of which the realized investment capital from Central budget was VND34.8 billion; investment capital from local budget was VND192.1 billion. Investment for transportation was estimated achieving VND 74.7 billion; agriculture, forestry and fishery was VND25.7 billion; education and training was VND20.4 billion; health and social welfare activities was VND18.5 billion, etc.

7. Business registration

In the first quarter, 68 enterprises were issued certificate of business registration, equal 54.4% against the same period last year. Of which, there were 6 private enterprises, 31 two-member limited companies, 28 one-member limited companies and 3 joint-stock companies with a total registered capital of VND 136.798 billion. There had revoked 7 certificates of business registration, of which 2 enterprises and 1 branch were dissolved amd 4 enterprises were conserved.

8. Investment promotion

The provincial People's Committee has carried out investment promotion activities in Australia and Thailand; lured foreign investors to Quang Binh province and provided a list of projects calling investment and investment preferential policies of the province.

In the first quarter of 2012, there were three newly-registered projects, raising a total of registered projects to 253 projects with total registered capital of around 96,000 billion dongs. Of which, 16 projects have been operated, 31 have been carried out, 45 have issued certificate of investment but have not been carried out, 66 were approved by the provincial People's Committee and 95 were registered.

9. Finance and Credit

- Budget revenues: As estimated, total revenues in the first quarter of 2012 were 46.5 billion dongs, reaching 22.4% local estimates, reaching 27.58% of central estimates. Of which, domestic revenues were 340 billion dongs, reaching 20.24% local estimates, reaching 26.35% of central estimates; revenues from import-export taxes reached 60 billion dongs, equaling 37.5% of central and local estimates.

- Budget expenditures: As estimated, total expenditures in the first quarter of 2012 were 1,200 billlion dongs, reaching 25% of local estimates.

Source of capital mobilized in March was VND10,825 billion; up 19.3% against the same period and up 3.8% against the early year; outstanding debt of loans was VNd 15,700 billion, up 5.3% against the same period last year and up 0.8% against the early year. As of late February of 2012, rate of overdue debt of loans was VND 343.5 billion, accounted for 2.5% of the total outstanding debt.

10. Education - Training

The educational sector continues speeding up and improving quality of teaching and studying at all levels; build a complete system of vocational training with recognized standards; improve school facilities; strengthen the school network and accelerate the compulsory education program to meet national standards; ecourage education socialization and foster a learning society and reform state management of the education sector.

At the end of the first term of the 2011-2012 academic school, 7/7 districts and city with 100% communes, wards and townlets met standard for compulsory senior education. 6/7 districts and city with 153 per 159 communes, wards and townlets met standard for compulsory primary education within right age group and 158 per 159 communes, wards and townlet (99.37%) and 7/7 districts and city met standards for compulsory secondary education.

11. Healthcare

Strengthen the inspection of the implementation of food hygiene and safety, prevent epidemic diseases, and launch the movement to keep environmental sanitation.

Continue to effectively implement the national target programs, including: vaccinations, tuberculosis, malnutrition for children under five years old…

The system of health at grassroots level has been continuously consolidated. At present, the province had 159/159 communes and wards having medical station; 100% medical stations at commune and ward levels having doctors; 132 per 159 (83%) medical stations of communes and wards meeting national standards; 100% villages having health staff and 100% medical stations providing essential medicines to meet the people’s demand for treatment.

12. Game - Sport

Sport activities have been paid more attention in response to the campaign "All people take physical exercise following the great example of Uncle Ho".

The province has successfully organized the provincial chess tournament which has attracted nearly 100 athletes; open volleyball tournament; Phu Dong Sport Festival 2012 and sport activities to mark the Vietnam Physicians' Day (February 27)

In high performance sports, the province has won 15 medals (4 golds, 5 silvers and 6 bronzes) at the open chess tournament in the Central region.

13. People’s life

In the beginning months of the year, 75.000 gifts with total value of 16,855.64 million dongs have been provided to poor families, of which gifts from State President were 52,309 gifts with total value of 11,431.82 million dongs. Besides that, the province has allocated 1,500 tons of rice supported from Prime Minister to held poor households in December of 2011 and Lunar New Year and provided 1,250 tons of rice from the Government to hunger people during the between-crops period of 1st quarter of 2012.

Work of poverty alleviation has been speeded up at all levels, branches and localities. Up to now, the total of poor households in the province was 44,056, accounted for 20.51%; nearly-poor households were 34,292, accounted for 15.97%. In 2012, the province strives to decrease 7,920 households (equivalent to 3.7%).

14. National defence – security, social safety and order 
- Political security, social safety and order and border security have been maintained; take drastic measures to repress the crime; speed up the patrol to timely deal with illegal violations.

- Traffic safety: As of March 19, the province had 43 traffic accidents, killing 46 people and injuring 16 people, decreasing by 20 cases of traffic accidents and 22 the deaths and 16 the injured as comprared with the same period last year. Of which, the road way happened 41 cases, decreased by 17 cases and the railway happened 1 case, decreased by 3 cases as against the same period last year; the water way happended 1 case with the same period last year.

The traffic police continue to speed up work of patrol and solve traffic violations to ensure traffic safety in the province.
