Socio-economic situation in September and the first nine months of 2010

(Quang Binh Website) - In the first nine months of 2010, in spite of facing many difficulties and challenges, the impact of drought, natural disaster and epidemic diseases, with the well-timed measures introduced by Government along with the great efforts made by all levels, sectors, enterprises and people, the provincial socio-economic situation has remained a fair growth rate. A lot of big changes have been seen in cultural and social fields. National defence and security, social safety and order have been upheld. The people"s life has been improved step by step. 

Follow is more detailed information of the sectors:

1. Agriculture

a. Cultivation

 As estimated, the total area under cultivation for Summer-autumn crop was 29,392 hectares, equal to 100.8% against the same period. Of which, food crop was 23,538 hectares, up 1.8%; mealy tuber was 939.5 hectares, up 6.7%; vegetables and beans of various kinds were 3,192.5 hectares, up 0.2%; industrial crops achieved 732 hectares, equal to 77.9%; other annual industrial crops achieved 990 hectares, equal to 97.4% as compared with the same period. The output of food for the Summer-autumn crop achieved 83,273 tonnes, equal to 87.9% as compared with the same period and equal to 87.67% of the plan, of which, the output of rice reached 82,634 tonnes, reduced by 12.0% against the same period.

- Rice: the total area of rice was 23,167 hectares, up 1.3% as compared with the same period; productivity of rice reached 35.7 quintal/hectare; output of rice reached 82,634 tonnes, equal to 88% as against the same period.

- Maize: the total area of maize was 370.5 hectares, up 45.9%; productivity reached 17.2 quintal/hectare; output reached 639 tonnes, equal to 76.4% as against the same period.

- Sweet potato: the total area was 733 hectares, up 6.9%; productivity reached 51.1 quintal/hectare; output reached 1,452.2 tonnes, reduced by 4.9% as against the same period.

- Cassava: the total area was 5,860 hectares, up 0.3%; productivity reached 161.3 quintal/hectare, up 2.1%; output reached 94,505.3 tonnes, up 2.4% as against the same period.

- Peanut: the total area was 595 hectares, reduced by 22.9%; productivity reached 11.4 quintal/hectare, reduced by 35%; output reached 679.9 tonnes, reduced by 49.9% as against the same period.

- Perennial crop: the total area was 17,807.3 hectares, up 9.4% as against the same period. Of which, the newly-planted area achieved 570.3 hectares, up 7.3% as against the same period.

b. Breeding

Breeding production has had many big changes. In nine months of 2010, a total herd of buffaloes and cows, pigs and poultry has developed stably. Vaccination for cattle and poultry has been paid much attention to prevent and control epidemic disease.

2. Forestry

In the first nine months, production of exploited wood was 81,465 cubic meters, rose by 157.2% over the same period and achieved 131.4% of the plan; pine resin was 3,088 tons, rose by 12.2% over the same period and achieved 102.9% of the plan.

The total area of cultivated forest in nine months achieved 13,835 hectares, increased by 15.3% over the same period. The total area of protected forest was 41,550 hectares, equaling to 96.7% over the same period.

The work of forest fire prevention was paid to attention, contributing to improve the people’s awareness of forest fire prevention.

3. Fishery

A total production of fishery was estimated at 39,428.6 tons, increased by 8.6% over the same period, achieved 95.9% of the plan.

Cultivated and breeded area achieved 4,722.9 hectares, increased by 7.7% over the same period and reached 98.39% of the plan. Production of cultivated and breeded fishery in nine months was 7,017.9 tons, increased by 12.9% over the same period and achieved 78% of the plan. Production of caught fishery in nine months was estimated at 32,410.7 tons, rose by 7.7% over the same period and achieved 101% of the plan.

4. Industry

Industrial production value in nine months achieved VND 2,502.8 billion, up 11.9% as compared with the same period. Of which, mining was estimated to reach VND71.1 billion, making up 2.8% and increasing by 19% as compared with the same period; manufacturing achieved VND2,375.6 billion, making up 94.9% and increasing by 11.6% as compared with the same period; electricity and water supply achieved VND56 billion, making up 2.24% and increasing by 16.3% as compared with the same period.

Some products had a fair increase in comparison with over the same period: Krap paper reached 11,700 tons, up 1.55%; pulp reached 133,200 tons, up 103.3%; Titan ore reached 15,500 tons, up 222.9 tons; cassava starch reached 98.4%; aluminium frame increased by 20.4%, ready-made clothes rose by 18.9%...

5. Capital Construction Investment

Capital construction investment in the first nine months was VND932.4 billion, achieved 70% of the plan, increased by 18.5% over the same period. Of which, the agriculture, forestry and fishery were estimated at VND122.5 billion, achieved 71.8% of the plan; communications was VND271.2 billion, achieved 67.9% of the plan; education and training VND125.5 billion, reached 66.9% of the plan. Rate of capital reimbursement achieved 55% of the plan. Some big projects have been completed and put into use, like Dong Hoi bypass, road connecting Tran Hung Dao street and Le Loi street, Chau Hoa bridge and Hai Thanh bridge (lane 2)…

6. Trade, Tourism

- Domestic market: Estimated total of commodity retailed sales and services in nine months at current prices was VND 6,445.6 billion, rose by 24% as compared with the same period, reached 75% of the plan.

- Export and Import:

+ Export: Estimated export turnover in the first nine months reached 53.4 million USD, increasing by 17.1% over the same period and equaling to 76.2% of the plan. Some exported products mainly included rubber (achieving 10.8 thousand tons, equaling to 47.1% over the same period, making up 58.5% of the total export turnover), paper pulp (108 thousand tons, reaching 11 million USD), pine resin (1.44 thousand tons, equaling to 82.3% over the same period), aquatic products (reaching 206 tons, increasing by 80.2%), fertilizer, titan ore and conical straw hat.

+ Import: Estimated import turnover in September reached 1.2 million USD and that of nine months reached 16.7 million USD, increasing by 32.7% over the same period and reaching 55.8% of the plan. Some imported products mainly included aluminium frame, diverse wood and new medicine…

- Tourism: the volume of tourists to Quang Binh in September was estimated at achieving 84.7 thousand passengers, equaling to 90.2% as compared with last year and that of nine months was 691.5 thousand passengers, increasing by 21.9% as compared with same period. Of which, international tourists were 18.3 thousand passengers, increasing by 25.1% as compared with same period. Turnover of tourism, hotels and restaurants in September achieved VND72.6 billion and that of nine months achieved VND696.5 billion, increased by 22.5% as compared with same period.

- Transport: As estimated, volume of cargos carried in the first nine months achieved 7.6 million tons, increasing by 22.4% and cargo carriage by land achieved 338.3 million tons-kilometers, increasing by 17.45%;

Passenger carriage in the first nine months achieved 9 million passengers and 358 million passengers-kilometers, increasing by 17.6% in passengers and 26.8% in passenger-kilometers against same period.

- Market price: Consumer price index in September increased by 0.74% against last month, 4.64% against December of 2009 and 6.21% against same period.

7. Business registration

54 enterprises were granted certificate of business registration in September with a total registered capital of VND132.5 billion; 365 enterprises were granted in nine months with a total registered capital of VND1104.5 billion. In nine months, 58 enterprises were revoked certificate of business registration, of which 16 enterprises were dissolved; 4 enterprises were reorganized, 8 enterprises were changed the form of operation and 14 enterprises were violated the law.

8. Foreign economy and investment promotion

- Foreign economy: At present, the province has 14 ODA on-going projects (four projects are begun from early 2010). VND276 million of ODA capital was reimbursed in the first nine months, achieving 44% against the plan.

- Investment promotion: 21 investment projects were newly registered in the first nine months, of which seven projects invested in construction, five in agriculture, four in tourism, two in manufacturing building materials, two in mining and one in training human resources. Some big projects were begun construction such as project of infrastructure investment in the Quang Trach Thermo-electric Center in Hon La Economic Zone…

In nine months, 31 projects were granted certificate of investment with a total capital of VND1,890 billion, of which 7 projects invested in manufacturing building materials, 14 in tourism and trade, 3 in building infrastructure and apartment block, 2 in education and health, 2 in aquaculture, 1 in planting rubber and 2 in fishery processing.

- Foreign Affairs:

- In the first nine months, there were 73 out-delegations with 366 officers and civil servants to go abroad with such aims as visiting, working and studying and 705 in-delegations with 803 visitors from foreign countries to come to Quang Binh with the such aim as visiting, working and cooperation exchange with the province.

- Mobilization of NGO capital: In the first nine months of 2010, 30 NGO projects were reimbursed with a total capital of more than 1.5million USD.

9. Finance, Credit

Finance: A total of State budget revenue in nine months was estimated at VND957.1 billion, achieved 88.2% of the plan and increased by 22.9% against the same period. Of which, domestic revenue was VND820.2 billion, achieved 81.8% of local estimate, increased by 14.2%; import-export tax was VND136.9 billion, increased by 66.9% against the estimate and increased by 161.7% against the same period. A total spending from budget in nine months was estimated to reach VND3060.3 billion, equaling to 63.4% of estimate, increasing by 13.4% against the same period. Of which, spending for development investment came to VND1161.3 billion, achieved 52.7% of estimate, increased by 42% against the same period; regular spending was 1897.3 billion, equaling to 70.2% of estimate, increasing by 26.7% against the same period.

Credit: As estimated, a total of mobilized capital by the end of September reached VND8439 billion, increased by 25.6% against early year and 33.9% against the same period, of which residential deposit reached VND5751 billion, accounted for 68.1%; deposit in economic organizations reached VND1508 billion, accounted for 17.9%; foreign currency mobilization reached VND1180 billion, accounted for 14% of a total mobilized capital. A total of outstanding debt reached VND12923 billion, increased by 21.8% against early year and increased by 25.1% against the same period.

10. Education – Training

In 2010-2011 academic year, the province has 585 schools with 201562 pupils from pre-school to high school. In new school year, the number pupils playing truant was 713 pupils, accounted for 0.56% of the total pupils, of which Quang Trach has 166 pupils, accounted for 1.2%; Bo Trach has 102 pupils, accounted for 0.8%. Up to now, 159 out of 159 communes/wards/townships meets educational compulsory standard. 7 out of 7 districts and city with 158 out of 159 communes/wards/townships meets standards of compulsory junior secondary education (reaching 99.37%).

11. Culture – Sport, Information and Communications

In the first nine months, there were many animated activities towards the big holidays of the country. Successfully celebrated the 80th anniversary of the establishment of the Vietnamese Communist Party (Feb 3, 1930 – Feb 3, 2010); the death anniversary of Hung King; the 35th anniversary of the liberation of the south and national reunification (April 30); the 65th anniversary of August Revolution and National Day; the 310th anniversary of Nguyen Huu Canh’s death; the 120th anniversary of Ho Chi Minh’s Birthday, etc. 
Organized 19 competitions at provincial level, 39 tournaments at sectoral and district levels, 1037 competitions at commune, ward and township levels. From early year to August 31, 2009, high record sports of Quang Binh won 50 gold medals, 41 silver medals and 30 copper medals (of which, 4 gold medals and 9 silver medals won in the 2010 National Gymnastics and Sports Congress)

12. Health

As estimated in 9 months of 2010, 897,300 turns of people were provided with medical check-ups and treatment, increased by 0.1% over the same period. Of which, 101,295 turns of people at provincial level, up 0.09% over the same period; 330,905 turns at district/city level, up 0.03% over the same period; 465,100 turns at commune/township level, up 0.2% over the same period.

The sector also supervised and took many measures to prevent and control epidemic disease.

13. Labor, War Invalids and Social Affairs

In the first nine months, 23,436 people were provided with jobs, gaining 78 percent of the plan, of which 14,734 people were provided with new jobs, gaining 73.6 percent of the plan. In 2010, the province is expected to delete 2,005 temporary houses; rate of poor household is expected to reduce by 3.5%.

Social welfare has been continuously strengthened; the life of ethnic people in remote and far-flung areas and calamity-hit people has been concerned.

Coordinate with Quang Binh Television and Quang Binh Newspaper to propagandize about children protection and movements for children, etc.

14. National defence and security, social safety and order

Political security, social safety and order have been maintained. Traffic patrol has been continuously strengthened; strictly dealed with traffic violations, ensuring traffic safety and better improving awareness of the people in traffic.

In September, there had 20 traffic accidents, killing 22 people and injuring 13 people. From early year to now, there have had 167 traffic accidents, killing 174 people and injuring 86 people. As compared with same period of 2009, number of accidents increased by 29 cases, rose by 21%; the number of death fell by 2 people, reduced by 1% and number of injured people by 15 people, reduced by 15%.
