Socio-economic situation in August, 2010

(Quang Binh Website) - In the first eight months of 2010, the socio-economic situation in the province has remained stably, reached higher growth rate than the same period. A lot of big changes have been seen in the fields of agricultural production, capital construction investment, resources and environment, foreign affairs, investment promotion, health, finance and credit, trade and tourism… 

* The following is some socio-economic results obtained in the first eight months of 2010

1. Agriculture

- Estimated the total area under cultivation for Summer-autumn crop was 29284.7 hectares, up 0.4% as compared with the same period. Of which, food crop was 23469.3 hectares, up 1.5%; mealy tuber was 935.0 hectares, up 6.2%; vegetables and beans of various kinds were 3165.5 hectares, fell down 0.6%; annual industrial crops achieved 723.5 hectares, fell down 22.9%; other annual industrial crops achieved 991.4 hectares, fell down 1.7% as compared with the same period.

- Rice crop: the total area of rice was 23104.8 hectares, up 1.0% as compared with the same period. Of which, Summer-autumn rice of the main crop was 15323.3 hectares, reduced by 6%; Summer-autumn rice of the reproductive crop was 7781.5 hectares, up 18.6% as compared with the same period.

- Other crops: Together with rice crops, there were 364.5 hectares of maize, up 43.5%; 728 hectares of sweet potato, up 6.2%; 1531.5 hectares of different vegetables, up 0.4% as compared with the same period.

- So far, the whole province had 159 breeding farms, increased by 27 farms as compared with that of last year.

2. Forestry

- Estimated in August, production of exploited wood was 8900 cubic meters and that of eight months was 75954 cubic meters, up 208.7% as compared with the same period. Of which, exploitation from natural forest was 5854 cubic meters, equal to 66.5% in comparison with same period, achieved 48.8% of the plan; exploitation from planted forest was 70100 cubic meters, achieved 101.7% of the plan.

- Estimated in August, area of planted forest was 120 hectares, and that of eight months was 13780 hectares, up 24.0% in comparison with same period.

3. Fishery

- Production of fishery in August was estimated to reach 7157 tons, and that of eight months reached 35144.4 tons, up 8.1% as compared with the same period and achieved 85.51% of the plan. Of which:

+ Production of caught products in August was 4949.9 tons, and that of eight months was 29081.8 tons, up 6.8% as compared with the same period, reached 90.6% of the plan.

+ Production of cultivated and breeded fishery in August was 2207 tons and that of eight months was 6062 tons, up 14.9% as compared with the same period and achieved 67.4% of the plan. Of which, 3135.6 tons of fish, up 24.4%; 2660 tons of shrimp, up 6% and 267 tons of other fisheries, up 8.2%.

4. Industry

The industrial production value in August was at an estimate of 312.1 trillion dongs, and that of eight months was 2253 trillion dongs, increasing by 15.6% as against the same period, reaching 59.49% of the plan. Of which, the state economic sector was 1024.4 trillion dongs, equaling to 84.1% as against the same period, making up 45.47% of the industrial production value in the province; the non-state economic sector reached 1220.6 trillion dongs, rose by 73.7% as against the same period, making up 54.17% of the industrial production value in the province; and the foreign invested economic sector reached 8.0 trillion dongs, equaling to 28.9% as against the same period and making up 0.36% of the industrial production value.

5. Capital construction investment

The investment capital for development under central management in August was estimated at 130.2 trillion VND, increasing by 23% as against the same period and that of eight months was 809.2 trillion VND, reaching 60.7% of the plan. Of which, capital from the state budget was 736.3 trillion dongs, reaching 60.5% of the plan; loaned capital was 23.5 billion VND, reaching 60.9% of the plan; owned capital of State enterprises was 16.7 billion VND, reaching 63.4% of the plan. Concretely, 107.5 billion VND for agriculture, forestry and fishery, reached 63%; 18.4 billion VND for the processing and manufacturing industry, reached 63.4; 236.9 billion VND for transport and warehouse, reached 59.3%; 17.3 billion VND for science and technology, reached 60.8 billion VND; 24.9 billion VND for administrative work and subsidiary services, reached 65.8%; 18.8 billion VND for recreation and entertainment activities, reached 71.2% of the plan; 51.9 billion VND for health and social relief, reached 57.5%; 108.7 billion VND for education and training, reached 58%; 64.5 billion VND for national defence and security, reached 57.9% of the plan.

6. Trade, services

- Total retailed sales of consumer goods and services:

The total retailed sales of consumer goods and services in August at current prices were at an estimate of VND 724.1 trillion, rose by 18.2% as compared with the same period last year; that of eight months were 5719 billion VND, rose by 24.6% as compared with the same period last year, reached 66.6% of the plan. Of which, State economy was 466.4 billion VND, rose by 45.7%; collective economy reached 5.3 billion VND, rose by 85.9%; individual economy was 3302.8 billion VND, rose by 18.1%; private economy was 1942 billion VND, rose by 32.3%; foreign-invested economy was 2.5 billion VND, rose by 28% as against the same period last year.

- Export and Import:

+ Export: Estimated export turnover in August reached 5.1 million USD and that of eight months reached nearly 51.8 million USD, increasing by 31.2% over the same period and equaling to 74% of the plan. Of which, Non-state economy reached 49.3 million USD, making up 95.2%; State economy reached 2.5 million USD, making up 4.7%.

+ Import: Estimated import turnover in August reached 1.7 million USD and that of eight months reached 16.6 million USD, increasing by 35.6% over the same period and reaching 55.3% of the plan.

- Consumer Price Index (CPI): CPI in August increased by 0.33% as comparison with last month, up 3.87% as comparison with that of December of last year, up 5.59% as against the same period.

- Tourism: Estimated turnover of tourism, hotel and restaurant in August achieved VND79.3 billion, and that of eight months achieved VND625 billion, up 24% over the same period.

Travel tourism: Estimated travel turnover in August reached 2.65 billion, decreased by 32.7% as against last month; that of eight months reached VND16.3 billion, up 55.4% as against the same period. The number of tourists to Quang Binh in August was estimated to achieve 54.65 thousand people, decreased by 17.7% as against last year and that of eight months reached 278.8 thousand people, increased by 1.9% as against the same period, of which, international arrivals reached 6.7 thousand people, up 9.3% over the same period.

- Transport: Estimated the volume of goods transport in August achieved 1368.2 thousand tons and that of eight months achieved 7234.7 thousand tons, up 28.9% over same period. The total volume of passenger in August achieved 1494.1 people and that of eight months achieved 8618.2 people, up 20.8% over the same period. The total turnover of transport in August hit VND73.6 billion, up 1.2% as against July and that of eight months hit VND586.3 billion, up 25.8% over the same period.

7. Enterprise Arrangement and Business Registration

- Enterprise Arrangement: complete the project of changing four companies, including: Viet Trung Rubber, Le Ninh, Long Dai Forestry and Industry, Bac Quang Binh Forestry and Industry into One-member Limited Company.

- Business Registration: In August, 38 enterprises were granted certificate of business registration with a total registered capital of VND324.38 billion, and in eight months, 311 enterprises were granted certificate of business registration with a total registered capital of VND972.02 billion. 50 enterprises were revoked certificate of business registration, in which, 14 enterprises were dissolved, 15 branches were dissolved, 8 enterprises were changed the form of activity, 3 enterprises were reorganized and 13 enterprises violated the law.

8. Foreign economy and Investment promotion

- Foreign economy:

+ ODA projects: continue to accelerate the progress of implementation as the set plan and strengthen inspection of the project’s quality. Some ODA projects have been newly begun construction; other projects are continuing to complete procedures for appraisement and capital commitment to implement the project. Take advantage of working with the Central ministries, agencies and sponsors to supplement source of ODA capital for the projects.

+ NGO projects: In the first eight months of 2010, many projects have been funded for investment in the fields of education, water supply, heart-transplant surgery for poor children, purchasing health equipment, supporting for the Dong Hoi Disabled Children Center and improving the ability of market approach….

- Investment promotion: In August, 2010, the Provincial Investment Promotion Center received two newly-registered investment projects.

In the first eight months, 23 projects with a total investment of approximately VND1000 billion have been granted certificate of investment in the fields of building materials, minerals, sport and entertainment, convalescent tourism, aquaculture, trade and other industries.

- Foreign Affairs:

- Allowing seven out-delegations with 61 officers and civil servants to go to Laos, China, Japan with such aims as visiting, working and studying.

- Allowing the entry of 12 groups with 244 people from Laos, Thailand, Japan, German, Australia, United Kingdom… in the province with such aim as visiting and working with the province.

9. Finance, Credit

- Finance:

+ Total revenue of State budget in August hit VND93.3 billion and that of eight months hit VND797 billion, increased by 13.8% over the same period; reached 73.46% of the plan. Of which, inland revenue was VND668.58 billion, reached 66.7% of the local estimate, up 2.5% over the same period; revenue from export-import tax was VND128.46 billion, up 167.37% over the same period; revenue from central enterprises was VND142.12 billion, equaling to 82.5%; revenue from Non-state enterprise was VND194 billion, equaling to 43.3%; revenue from granting land use right was VND173.94 billion, up 30.9% over the same period.

+ Total budget expenditure in eight months hit VND2,469 billion, gained 52% of the estimate; of which expenditure for capital construction investment was VND857.62 billion, gained 40% of the estimate; regular expenditure and other’s hit VND1611.4 billion, gained 61.8% of the estimate.

- Credit: As of August 15, locally-mobilized capital was estimated at VND 7,504 billion, rising by 1.74% in comparison with early month. Of which, residential deposit was VND5568 billion, up 2.3% in comparison with early month; deposit in economic organizations was VND1503 billion, reduced by 1.2% in comparison with early month. Foreign currency mobilization achieved VND1181 billion, increasing by 1.7% in comparison with early month and making up 15.7% of the total source of capital.

Estimated the total mobilized capital by the end of August, 2010 reached VND7609 billion, up 22.4% in comparison with early year, in which residential deposit gained VND5675 billion, up 22.7%.

10. Education and Training

The sector advised for the provincial People’s Committee to approve Direction of implementing some main tasks for the academic year of 2010-2011; organized the sum-up meeting for the 2009-2010 academic year and deployed some duties for the 2010-2011 academic year; recruited teachers for the new school year; improve professional skills for educational managers and key teachers at the pre-schools; launched movement in response to the Traffic Safety Month…

11. Culture, Sport and Communications

- Implement Directive No.17/CT-UBND dated November 11, 2009 of the Provincial People’s Committee on holding emulation movements to welcome great holidays of the nation and the province in two years of 2009-2010. Organize many cultural and sport activities to welcome the 15th Provincial Party Congress and the 3rd Quang Binh Provincial Patriotic Emulation Congress.

- Celebrate many activities to popularize and welcome the 65th anniversary of August Revolution and National Day (September 2) and the 1000th anniversary of Thang Long-Hanoi.

- Complete five training courses on state management for cadres and civil servants at the grassroots level.

12. Healthcare

The health sector continues to speed up healthcare for people, especially prevention of epidemic diseases like diarrhea, petechial fever, malaria and other epidemic diseases. Continues to reinforce health network, improve the professional skills for health staffs.

13. National defence and security, social safety and order

- Political security, social safety and order and border security have been maintained and stabilized. The functional sectors have took drastic measures for crime prevention, ensuring the safety for people; strengthening work of patrol in border areas and key areas; timely detecting and solving smuggling, counterfeit and forbidden and low-quality goods.

- Traffic safety: In August, there were 13 traffic accidents occurring (reducing two cases as against last month), killing 12 people and seriously injuring 5 people. Work of traffic patrol has been strengthened and strictly tackled with violated cases in order to ensure traffic safety and improve the people’s awareness.
