Socio-economic situation of the year 2018

(Quang Binh Portal) - Determining the year 2018 is a very important year to complete five year socio-economic development plan for 2016-2020, from the beginning of the year, with high determination, the Provincial People"s Committee held the Conference on deployment and issue of the Action Plan to implement Resolutions of the National Assembly, the Government, the Provincial Party Committee and the Provincial People"s Council on socio-economic development tasks and the State budget estimate for 2018 to steer levels, branches and localities organize the implementation.

I. ACHIEVEMENTS OF MAJOR TARGETS OF THE YEAR 2018

1. Economic targets:

- GRDP growth rate reached 7.03% (the plan was 7.0%, implemented at the same period was 6.62%);

- Agricultural, forestry and fishery production value increased by 4.15% (the plan was 4.0%, implemented at the same period was 6.17%);

- Industrial production value grew by 8.14% (the plan was 8.5%, implemented at the same period was 8.17%);

- Value of service production increased 6.72% (the plan was 7.5%; implemented at the same period was 6.92%);

- Economic structure: agriculture, forestry and fishery: 18.79%; industry - construction: 26.75%; services: 54.46% (the plan of agriculture, forestry and fishery: 20%; Industry - construction: 27.2%; services: 52.8%);
- Budget revenue in the province reached VND 4,000 billion, exceeding 14.3% against the plan (the plan was VND 3,500 billion);

- Total investment capital of the whole society reached VND 18,305 billion, exceeding 1.7% of the plan (the plan was VND 18,000 billion);

- GRDP per capita reached VND 37.5 million, exceeding 4.2% against the plan (the plan was VND 36 million);

- There were 10 more communes reaching standards of new rural development, exceeding 01 commune (reaching 45.6% of number of communes).

2. Social targets:

- Solving jobs for 3.68 thousand labors, exceeding 2.2% of the plan (the plan was 3.5-3.6 thousand labors);

- The rate of poor households decreased by 2.5% compared to 2017 (the plan reduced 2%);

- The rate of population growth was 0.58%/year (the plan increased 0.55%/ year);

- 99.72% of households have accessed to the national electricity grid (the plan was 99.67%);

- 85.5% of communes, wards and towns met national standards of health (the plan was 88.6%);

- The average number of beds per 10,000 people reached 36.2 beds (the plan was 36 beds);

- 91.7% of the population participated in health insurance (the plan was 90%);

- 71.07% of communes, wards and towns completed secondary education universalization of level III (the plan was 69.2%);

- The rate of trained labors reached 63.5% (the plan was 63.5%); in which, the number of vocational trained labors reached 44.25% (the plan was 44%).

3. Environmental targets:

- The rate of urban population using clean water was 97.2% (the plan was 97.2%);

- The rate of rural households supplied clean and hygienic water reaches 90.5% (the plan was 90%);

- The rate of forest coverage reached 67.3% (the plan was 90%)
There were 18/21 main targets satisfied and exceeded the plan, 03 targets failed to reach the plan. In the context of facing many difficulties and challenges, the above results showed great efforts of the Party, government and people of the whole province.

II. ACHIEVEMENTS IN FIELDS

1. Gross Regional Domestic Product (GRDP):

It is estimated Gross Regional Domestic Product in 2018 (according to comparative price in 2010) grew by 7.03% against 2017, exceeding the set plan, in which agriculture, forestry and fishery sector increased 4.03%; industry and construction sector up 10.29%; service sector increased 6.68%.

2. Agriculture, forestry and fishery production

It is estimated the value of agriculture, forestry and fishery production of 2018 (according to comparative price in 2010) reached VND 8,439 billion, up 4.15% over the same period and reached 105% of the plan. Results of each field are as follows:

2.1. Cultivation:

The area of cultivated annual crops was 85,755 hectares, decreased 2.0% compared to the last year; productivity of many crops was high and increased over the same period. Food production was estimated at 31,000 tons, equal to the same period and reached 108.9% of the plan, converted 2,291 hectares of inefficient rice land to other effective crops, up 8.9% over the same period. Perennial plants are being cared and renovated by businesses and households with high economic efficiency. Pepper output was estimated at 845 tons, up 8.7%; the output of exploited latex was estimated at 5,400 tons, equaling 95.5% against the previous year.

2.2. Breeding:

Concentrate on directing the development of husbandry, total flock of cattle and poultry increase and shift judiciously towards the direction of raising farms. The selling ratio was high, output of livestock live weight in 2018 was estimated at 79,312 tons, making an increase of 5.1% compared to the previous year, the proportion of livestock production accounted for 50.4%.

2.3. Forestry:

Forestry production continues to grow. It is estimated that in 2018, the volume of timber harvested from planted forests was 480,000 m3, up 9.1% over the previous year and 192% of the plan, and at the same time calling for 04 investment projects on processing products from planted forest wood.

2.4. Fishery:

Fishery sector in 2018 gained a fair growth rate. It is estimated that fishery production in 2018 reached 76,505 tons, grew by 7.5% over the same period and reached 107.8% of the plan.

2.5. National Target Program on New Rural Development

Focus on directing drastically and synchronously solutions under the set plan. In 2018, there were more 10 communes to complete 19/19 criteria, increasing the number of new-style rural communes province wide to 62 communes, accounting for 45.6% of total communes.

3. Industry:

Industrial production value (according to comparative price of 2010) increased 8.14% over the previous year (the plan increased 8.5%). Industrial production index in 2018 was estimated to increase 7.2% over the same period in 2017. Handicraft industry has gradually developed, solved many jobs, created income for employees.

4. Service sectors:

4.1. Domestic commercial activity:

The situation of supply and demand of goods in the province is guaranteed. Total retail sales in 2018 were estimated at VND 19,884 billion, up 11.3% over the same period.

4.2. Tourism activity:

In 2018, the province's tourism activities have prospered, total number of tourists coming to Quang Binh was estimated at 3.9 million visitors, up 18.2% over the same period.

5. Finance - Banking:

5.1. Finance:

The provincial People's Committee focused on directing branches and localities to implement synchronously and drastically solutions to increase revenue and urge to collect budget timely and on schedule, so the budget revenue in 2018 exceeded the plan, estimated at VND 4,000 billion, equal to 114.3% of the local estimate, up 5.3% over the same period. The total local budget expenditure in 2018 was estimated at VND 10,882,510 million, reaching 104.18% of local budget estimate.

5.2. Banking:

The total mobilizing capital of credit institutions by the end of 2018 is estimated at VND 36,510 billion, up 12.6% from the beginning of the year. Total outstanding loans at the end of 2018 is estimated at VND 46,950 billion, up 17.9% from the beginning of the year.

6. Management of construction investment:

Total social investment capital in 2018 was estimated at 18,305 billion VND, achieved 101.7% of the plan, increased 10.7% over the same period, in which, the State sector capital obtained VND 4,021 billion, grew by 9, 7% over the same period; non-state sector gained VND 14,279 billion , up 11.0% over the same period; foreign direct investment obtained 4.6 billion VND, increased 228.3% compared with the same period.
In the first 10 months of the year, 75 projects were approved with a total investment of more than VND 10,038 billion, bringing the total number of approved projects to 354 projects with total registered capital of VND 48 trillion. FDI projects continue to be implemented under the progress, granted 4 new projects with a total registered capital of USD 17.22 million and adjusted 5 projects, withdrew 2 projects with registered capital of USD 10 million.

7. Foreign affairs and investment promotion activities:

Held successfully Quang Binh Investment Promotion Conference in 2018 with the theme "Cooperation and Sustainable Development". The conference was witnessed grant of the investment registration certificate and signing of investment cooperation agreement with 66 projects with a total investment of VND 168,869 billion, equivalent to USD 7.34 billion; commitment to grant credit between banks and businesses with the amount of VND 33,497 billion...

8. Education - Training:

Continue to pay attention to invest in facilities and equipment for schools and classrooms; network system of school and class of education levels basically meet learning needs of people; focus on improving the quality of teachers and education managers; continue to consolidate, maintain and develop the results of education universalization and illiteracy eradication. The construction of national standard school has been paid attention and 351 schools were recognized as National Standard School, reaching the rate of 59.5%, up 4.8% over the previous school year.

9. Health and health care for People:

Protection and care of people's health has been promoted. The province has 159/159 communes, wards and towns with working medical stations and doctors. By the end of 2018, the whole province had 136/159 health stations in communes, wards and townships meeting the national health criteria (reached 85.5%).

10. Culture and Sports:

State management on culture, sports and family continues to be strengthened. Culrural and sport activities took place excitedly and practically to serve the political tasks of the locality and welcome big holidays of the homeland and the country. The preservation and promotion of cultural values achieved many significant results. Fisheries festival of coastal fishermen in Quang Binh province was put into the list of National Intangible Cultural Heritage. Cultural life at grassroots was organized with rich contents and forms, creating fresh atmosphere, contributing to encourage people's spirit in labor and production.

11. Labor, Invalids and Social Affairs:

In 2018, 36,800 jobs were created, exceeding 2.2% of the plan [81]; the poverty rate decreased 2.5% compared to 2017, put the poverty rate down to 6.98%. Timely solving policies, activities of gratitude and taking care of material and spiritual life for war invalids, sick soldiers, families of martyrs, people with meritorious services to the revolution gained good results.
