Socio-economic situation in third quarter and nine months of 2017

(Quang Binh Portal) - In nine months of 2017, despite meeting many difficulties, thanks to drastic direction of the Provincial Party Committee, People"s Council and People"s Committee and the great efforts made by all levels, sectors, people and enterprises, the province"s socio-economic situation has seen positive changes and obtained remarkable results in all fields.

I. ECONOMIC AFFAIRS

1. Production of agriculture, forestry and fishery

Agriculture

The province’s cultivated area for summer-autumn crop was 31,215 hectares, up 0.8% of the same period last year. The summer-autumn rice productivity of the province reached 40.32 quintal per hectare, down 1.9% from the same period last year.

The plant production for the summer-autumn crop reached 99,605 tons of rice, down 0.1%; 3,088.7 tons of maize, down 9.7%; 4,164 tons of sweet potato, down 11.7%; 118,267 tons of cassava, down 8.4%; 14,793 tons of vegetables, up 3.6% from the same period last year.

Estimated for the whole crop, the province's cultivated area will reach 86,829 hectares, down 0.2% compared to last year; food production will reach 310,154 tons, up 1.1% from the same period last year and surged 9.2% of the plan, of which 284,770 tons of rice, up 1.2% from the same period and surged 9.7% of the plan.

The planted area of perennial crops in nine months was estimated to be 24,100 hectares, up 2.6% from the same period last year, of which pepper reached 960.0 hectares, moved up by 2.1%; rubber reached 18,800 hectares, grew by 0.4% from the same period last year. Output of rubber latex in nine months reached 4,457 tons, increased by 19.9%; output of pepper reached 615 tons, climbed up to 0.8% of the same period last year.

Animal husbandry: As of October 1st, the flock of buffaloes reached 37,300, up 0.2%; flock of oxen reached 104,200, up 0.6%; flock of pigs reached 351,189, down 0.3%; flock of poultry gained 3,541, up 1.5% from the same period last year.

The output of live-weight meet for slaughter in nine months reached 55,430 tons, up 3.3% from the same period last year. Concretely, buffalo meat reached 1,560 tons, up 6.5%; beef reached 4,780 tons, up 6.6%; pork gained 39,012 tons, up 1.0%; poultry achieved 10,078 tons, up 11.1%; chicken reached 7,615 tons, up 12.1% from the similar period last year.

Forestry

In nine months, wood production gained 225,000 m3, a rise of 7.1% from the same period last year; the concentrated planted forest area of the province was estimated to reach 828 hectares, up 1.1% compared to the same period last year; the cared forest area gained 15,000 hectares, an increase of 3.4% of the same period last year, etc.

Fishery

Fishing production in nine months of this year was estimated to reach 57,090 tons, moving up by 16.1% over the same period last year, of which production of aquaculture was estimated to reach 9,500 tons, decreasing by 4.2% over the same period last year, yield of fishing caught achieved an estimate of 47,590 tons, up 21.2% compared to the same period last year.

2. Industry

Generally, the industrial production value in nine months of 2017 was estimated to reach 7,811 billion dongs, a rise of 7.2% from the same period last year, of which State ecomony was an estimate of 529.5 billion dongs, an increase of 6.2%; non-State economy reached 7,204.8 billion dongs, grew by 7.2%; foreign investment economy reached 13.8 billion dongs, up 34.3%.

In nine months of 2017, the index of industrial production (IIP) for the whole industry increased by 6.3% compared to the same period last year. In the industrial sector, the manufacturing grew by 6.3%; the power generation and distribution climbed up by 4.0%; the water supply and waste treatment increased 3.8%.

3. Service activities

Trade

Total estimated retail sales of consumer goods and services in nine months of 2017 reached an estimate of 13,395 billion dongs, up 8.7% compared to the same period last year. Of which, State economy reached 621 billion dongs, up 19.3%; collective economy reached 8.3 billion dongs, down 22.5%; individual economy reached 7,741 billion dongs, up 8.6%; private economy reached 5,025 billion dongs, up 7.8% from the same period last year.

Tourism

Total number of visitors to Quang Binh in nine months was estimated to reach 2.5 million arrivals, up 43% from the similar period last year, of which international visitors was estimated to reach 60,000 arrivals, up 75% from the same period last year; revenue from overnight stays was an estimate of 89 billion dongs, up 41.6%; revenue from cartering services reached 1,277 billion dongs, up 15.9%; revenue from travelling reached 194 billion dongs, up 24.1% from the same period last year.

Transportation

Turnover from transportation in nine months was estimated to reach 2,172 billion dongs, rose by 7.6% over the same period last year. The total number of passenger carriage in nine months reached 16.5 million passengers, up 6.9% over the same period last year and 765 million passengers-kilometres, up 7.2% over the same period last year. The volume of cargo carriage in nine months was estimated to reach 15.3 million tons, up 6.7% over the same period last year and 819 million tons.kilometres, up 7% from the same period last year.

Other service activities

Turnover from service activities in nine months was estimated to reach 723.2 billion dongs, rose by 7.6% over the last year's same period. Of which, real estate business went up by 1.8%; education and training up 5.1%; health and social activities up 2.4%; leisure and recreational activities up 1.1%, etc.

4. Budget revenues and expenditures

Total estimated budget revenues in nine months of 2017 was an estimate of 2,400 billion dongs, reached 73.8% of local estimate, up 14.2% from the same period last year. Of which domestic revenues reached 2,310 billion dongs, reached 73.4% of local estimate, up 14%; collecting from export-import balance gained 90 billion dongs, reached 85.7% of local estimate, up 19.3%; from non-State reached 105.3% from the estimate, up 59.9% from the same period last year; from fees and charges reached 71.9% form the estimate, up 53.6% of the same period last year; from land hire reached 112% of the estimate, up 12.3% of the same period last year.

Total budget expenditures in nine months was estimated at 6,070 billion dongs, reached 58.6% of the local estimate.

Total source of mobilized capital from credit organizations in nine months of the year was an estimate of 31,100 billion dongs, increased by 13.6% from the beginning of the year. Total outstanding debts to late September of 2017 reached 37,300 billion, a rise of 2.7% from the early year.

5. Investment and construction

Estimated realized social investment capital in nine months at current prices reached an estimate of 2,678 billion dongs, went up by 8.2% over the similar period last year, of which the capital under central management gained 675 billion dongs; the capital under local management achieved 2,003 billion dongs. Rate of capital reimbursement for development investment until September 30 reached 65%.

In the third quarter of 2017, the province approved 14 projects with a total investment of over 990 billion dongs and 65 projects in nine months with a total investment of over 2,055 billion dongs. In the third quarter of 2017, 02 FDI projects were newly licensed certificate of investment registration.

6. Foreign affairs

Generally, in nine months of the year, there were 31 out-delegations to foreign countries with 195 people for investment promotion, conferences, training and sharing experience, and 22 in-delegations with 155 foreign people for visiting, working and meeting in Quang Binh.

7. Business registration situation

Generally, in the third quarter of this year, the province licensed certificate of business registration for 113 enterprises with a total registered capital of 982 billion dongs; in nine months 483 enterprises, up 15% from the same period last year with a total registered capital of 2,313 billion dongs; of which 100% of newly established enterprises registered business via internet.

As of the end of September of 2017, the total number of registered enterprises was an estimated of 5,578 enterprises with a total registered capital of 28,082 billion dongs.

II. CULTURE - SOCIETY

1. Education and training

At the time of closing the school year 2016-2017, the province had 158/159 communes, wards and town (reached 99.4%) and 8/8 districts, town and city reaching the standard of pre-school education universalization for children at five years old; 159/159 communes, wards and towns reaching the standard of primary education universalization at level 2 and over; 159/159 communes, wards and towns reaching the standard of secondary education universalization at level 2 and over (reached 96.8%); 90/159 communes, wards and towns reaching the standard of secondary education universalization at level 3 (reached 56.6%), etc.

2. Cultural and sport activities

In the third qaurter of 2017, a series of cultural and sport activities was organized, including 70th anniversary of the War Invalids' and Martyrs' Day (July 27th); 72nd anniversary of August Revolution and National Day (September 2nd); a ceremony to receive certificate of recognition of Ho Khoan as a national intangible cultural heritage, recognition of Khe Thui historical relic site as a provincial-level relic; festival for Ca tru clubs in Quang Binh for third time.

In high performance sport activities, from the beginning of the year to present, the province's sports won 133 diverse medals (50 gold medals, 37 silver medals and 47 bronze medals), including 4 international medals (2 gold medals and 2 silver medals).

5. Labor and employment

In nine months of 2017, 28,000 laborers were provided with jobs, reached 80% of plan. Of which, 2,410 laborers were newly recruited for working abroad, reached 80.3% of the yearly plan. Total source of loans for employment reached 99.344 billion dongs. 9,786 laborers were selected for vocational training, reached 70% of the yearly plan.

6. People’s life and social security

The province timely solved policies for beneficiaries, paid attention to the spiritual and material life for war invalids, sick soldiers, martyrs' families and people who have contributed to the revolution. Social security has been continuously concerned; healthcare and protection for children have been effectively implemented, etc.

7. Traffic accidents

According to the preliminary report, as of August 15th, the whole province had 163 traffic accidents (including 159 cases of road accidents, 04 cases of railway accidents), killing 81 people, injuring 130 people. Compared to the same period last year, the number of traffic accidents decreased by 11 cases; the number of deaths increased by 4 people; the number of injured people decreased by 14 people from the last year's similar period.
