Socio-economic situation in first six months of 2017

 (Quang Binh Portal) - In spite of facing many difficulties and challenges, with a drastic direction of the Provincial Party"s Committee, People"s Council and People"s Committee as well as the great efforts made by all levels, agencies, enterprises and people, socio-economic situation in the first six months of 2017 has seen positive changes and reached important results in the fields.

 I. GENERAL EVALUATION

- GRDP growth rate reached 6.25% from the same period (yearly plan rose by 6.5%, same period 5.5%);

- Agriculture, forestry and fishery production value rose 6.3% from the same period last year (the yearly plan was up 9.5% and the same period last year was 9.0%);

- Value of service sector rose by 6.9% from the same period last year (the yearly plan rose by 7.5% and last year’s same period rose 6.2%);

- Winter-spring food production reached 206,532 tons, increased by 1.7% from the same period last year and surged by 7.2% of the plan (the yearly plan reached 28,400 tons);

- Total social investment capital was VND 7,439 billion, grew by 9.2% from the same period last year, reached 62% of the plan (the plan was VND 12,000 billion);

- Budget revenues were estimated to achieve VND 1,636 billion, increased by 20% compared with the same period last year, reached 50.3% of local estimate (the yearly estimate is VND 3,250 billion);

- 20,232 laborers were provided with stable jobs, reached 57.8% of the plan (the yearly plan reaches 3.500 laborers);

- Number of patient beds on one thousand people reached 22.2 beds, reached 100.9% of the plan (the plan reached by 22 beds);

- Rate of communes, wards and townlets meeting national standard on health reached 86.16% (the plan reaches 84.3%);

- Rate of secondary compulsory education reached 56.6% of communes, wards and townlets (the plan reaches 50.9%).

II. OBTAINED RESULTS IN ALL FIELDS

1. Economic growth rate (GRDP)

Gross Regional Domestic Product (GRDP) in the first 6 months of 2017 (at the comparative prices in 2010) was estimated to increase 6.25% over the same period last year. Of which the agriculture, forestry and fishery sector was estimated to reach VND 4,183 billion, increased by 6.5%; the industry and construction sector was estimated to reach VND 5,094 billion, increased by 6.3%; service sector was estimated to reach VND 8,036 billion, increased by 6.9%.

2. Agriculture, forestry and fishery

Agriculture, forestry and fishery production value (at the comparative prices in 2010) was estimated to reach VND 4,183 billion, rose by 6.5% from the same period last year (the yearly plan was up 3.5%). Of which, agricultural production value reached VND 2,989.5 billion, grew by 4.33%; forestry production value reached VND 273.2 billion, rose by 12.3%; fishery production value reached VND 919.7 billion, increased by 12.2% from the same period last year. Concretely,

Agriculture

The province’s cultivated area was at an estimate of 55,004 hectares, equaled 99.2% compared with the same period last year. Rice productivity on an average reached 61.27 quintal/ha, up 1.8%; maize 55.73 quintal/ha, up 3%; peanut 22.26 quintal/ha, up 2.9%; sweet potato 75.9 quintal/ha, up 1.6%; vegetables 114.8 quintal/ha, up 9.5%.

Food production was estimated to reach 206,532 tons, up 1.7% from the spring-winter crop of 2016 and surged by 7.2% of the plan. Of which, rice production reached 184,079.3 tons, up 1.7% from last year and surged by 7.6% of the plan; other food production 22,453 tons, up 2.3% from the same period and surged by 3.9% of the plan.

Area of perennial plants was estimated at 23,840.4 hectares, increased by 3.5% from the similar period last year. Rubber production in six months reached 2,970 tons, increased by 9.3%; pepper 420 tons, up 9.0% from the similar period last year.

Animal husbandry: the province had 37,098 buffalos, rose by 2.4%; 103,294 oxens, rose by 6.8%; 344,601 pigs, reduced by 6%; 3.25 million fowls, rose by 20.3% compared with the figures in last year’ same period.

Forestry: In six beginning months of the year, the concentrated forest area was estimated to gain 816 hectares, increased by 32.0%; the protected forest area was 160,000 ha, up 39.1%; the regenerated forest area was 2,80 ha, up 5.3%; the cared forest area was 15,800 hectares, grew by 9.0% from the similar period last year. The number of scattered planted trees reached 2,494 thousand, grew by 3.9% from the same period last year.

Wood production reached 169,600 m3, up 28.4% from the same period last year; firewood production was 105,000 ste, up 10.5% from the same period.

Fishery: Estimated fishing production in six beginning months achieved 30,489 tons, grew by 12.4% from 2016’s same period. Of which, area under exploitation rose by 14.8% from the same period last year; area under cultivation decreased by 3.1%.

3. Industry

Generally for the first six months of this year, industrial production index increased by 5.4% over same period last year, in which mining rose by 6.1%; processing and manufacturing industry went up by 5.4%; electricity production and distribution increased by 3.9%; water supply and waste and waste water treatment increased by 3.5%.

The industrial production value at 2010 comparative prices in the first six months of this year was estimated to reach VND 5,094 billion, up 6.3% from the similar period last year. Of which, State economy reached VND 382.5 billion, went up to 6.1%; non-state economy reached VND 4,703.6 billion, increased by 6.3%; foreign direct investment economy reached VND 7.8 billion, rose by 15.4%.

4. Service activities

Total retail sales of consumer goods and services

Total retail sales of consumer goods and services in the first 6 months reached VND 8,891 billion, up 9.5% over the same period last year, of which revenues from individual economy reached VND 5,137.8 billion, up 8.8% over the same period; state economy reached VND 410.5 billion, up 22.1%; private economy reached VND 3,337.3 billion, up 9.3% from the same period last year.

Passenger carriage in the first 6 months was estimated at 1,977.5 million passengers, up 9.3% and 88.9 billion passengers-kilometers, up 8.5% over the same period last year. Cargo transport in 6 months reached 705.2 million tons, up 8.8% and 130.6 billion tons-kilometers, up 5.8% over the same period in 2016.

Export and import

In the first six months of 2017, total import-export turnover was estimated at USD 266 million, up 59.6% over the same period last year, of which export turnover reached USD 16.8 million, rose by 6.5% with construction materials and agricultural products; import turnover reached USD 249 million, up 61.4% with main products of fruits and buffaloes.

Tourism

Total number of visitors to Quang Binh in 6 months was estimated to reach 1.5 million, increasing by 17% against same period last year, of which international visitors was estimated to reach 27,000, increasing by 20% over the same period last year. Number of visitors staying overnights reached 315,163, went up to 15.3% from the same period, including 10,539 foreigners, up 23% from the same period last year.

Total turnover from tourism was estimated to reach VND 1,630 billion, up 16% of the same period last year. Room occupancy was estimated to reach 47.4%. Turnover from accommodation was estimated to reach VND 55.5 billion, up 19.1% from the same period. Turnover from catering services reached VND 856.6 billion, up 11.7% from the same period last year.

Transportation

In the first six months of 2017, total revenues from transportation was estimated to reach 1,406 billion dongs, a rise of 6.4% from the same period last year. Of which, revenue from passenger carriage reached VND 271.1 billion, increased by 5.5%; revenue from cargo transportation reached VND 1,059.7 billion, grew by 6.7%; revenue from warehouses and services reached VND 75.6 billion, rose by 5.9%.

Total number of passenger carriage in the first 6 months was estimated at 10.7 million passengers, up 5.1% and 494 million passengers-kilometers, up 5.1% over the same period last year. Cargo transport in 6 months reached 9.9 million tons, up 5.7% and 530 million tons-kilometers, up 4.8% over the same period in 2016.

Other services

Revenues from service sector in the first six months was estimated to reach VND 465.9 billion, went up to 6.9% from the same period last year. Rate of visitors staying overnights reached 21% of total number of visitors to Quang Binh.

5. State budget revenues and expenditures

State budget revenues and expenditures

Total state budget revenue in the first six months of 2017 was estimated at VND1,636 million, reaching 50.3% of local estimate, increasing 20% over the same period last year. Of which, domestic revenue was VND1,568 billion, reaching 49.7% of local estimate, increasing 20.2% from the same period last year; budget revenue from import and export activities was VND 68.2 billion, reaching 64.9% of local estimate, increasing 10% from the same period last year.

Total state budget expenditure in the first six months was estimated at VND 4,100 billion, reached 49.7% of local estimate, increased by 5.5% over the same period last year.

Banking

As of late June of 2017, total source of mobilized capital from credit organizations was estimated to reach 29,200 billion dongs, increased by 6.7% from the early year and up 14.2% from the same period last year. Total outstanding debts reached 35,770 billion, a rise of 12.9% from the same period last year.

6. Development investment

Total investment capital for the first 6 months of 2017 at current prices was estimated at VND 7,439 billion, up 9.2% over the same period last year, including: Capital State sector reached VND1,623 billion, up 8.7% over the same period last year (of which, budget capital under central management was VND 423.6 billion and budget capital under local management was VND 1,199.7 billion); Non-state sector reached VND 5,816 billion, increasing by 71% from the same period last year.

As estimated, rate of disbursement for development investment until June 30th reached 46.3%.

ODA projects have been continuously accelerated the progress of implementation and disbursement.

From the beginning of the year to now, the province also received 08 NGO projects with a total committed capital of VND24.8 billion, helping people eliminate hunger and reduce poverty, contributing to promoting socio-economic development of the locality.

In the first six months, the province approved 45 projects with a total investment of over VND1.100 billion. FDI projects have been continuously invested and implemented as scheduled plan.

7. Foreign affairs

Generally, in the first six months of the year, there were 45 out-delegations to foreign countries with 150 people for attending the conferences, training and sharing experience, and 63 in-delegations with 268 foreign people for visiting, working and meeting in Quang Binh.

8. Investment promotion

Continue to implement Resolution No. 19-2017/NQ-CP dated February 6, 2017 on the continuous implementation of key tasks and solutions to improve the business climate and enhance the national competitiveness in 2017, with an orientation towards 2020 and Resolution No.35/NQ-CP dated May 16, 2016 of the Government on supporting and developing enterprises until 2020.

Focus on accelerating the progress of implementing the projects in order to solve difficulties for investors; revoking the projects which are delayed the progress.

Directly work with many domestic and foreign enterprises to promote cooperation and investment in Quang Binh; instruct procedures for investors to benefit preferential investment policies of the province.

9. Business registration situation

In the first six months of this year, the province issued certificate of business registration to 370 enterprises registered for new establishment with a total registered capital of 1,332 billion dongs, an increase of 12% in the number of businesses from the same period last year, of which 100% of newly-established enterprises carried out business registeration via the internet. As of late June of 2017, total number of registered enterprises was 5,136 with registered capital of 27,126 billion dongs in total.

10. Education and training

Generally, in the first six months of the year, the province has 619 schools and educational establishments, including 179 kindergartens, 210 primary schools, 148 secondary schools, 18 primary and secondary schools, 27 high schools, 16 foreign language and informatics centers, 01 university and 02 vocational training schools...; 159 out of 159 communes, wards and towns was recognized as achieving the standard of primary education universalization level 2; 154 out of 159 wards and towns was recognized as achieving the standard of primary education universalization; 156 out of 159 communes, wards and towns was recognized as achieving the standard of illiteracy level 2.

The province had 36 out of 58 pupils attending the National Excellent Students' Examination 2017 with 28 official prizes and 8 consolation prizes. Nguyen The Quynh from Vo Nguyen Giap High School won the silver medal at the 18th Asian Physics Olympiad held in Russia on May 1-9.

11. Culture and Sport

Generally, in the beginning months of the year, the province successfully organized a series of cultural activities in framework of "Quang Binh in the heart of Hanoi" programme with a highlight of art prgramme "Quang Binh in songs", making a deep impression on Hanoian people; organized the anniversary abd a range of cultural and sport events to mark the 60th anniversary of Uncle Ho visiting Quang Binh (June 16th, 1957 - June 16th, 2017). Ho khoan Le Thuy was ranked as a national intangible cultural heritage.

In high-performance sports: in the first six months of 2016, the province successfully hosted two natiional competitions, including the 2017 national beach volleyball tournament and the 2017 national swimming - diving tournament. Through the tournaments, it aimed to popularise culture, land and people of Quang Binh, creating an useful playground, contributing to building a destination to attract tourists.

12. Labour and Employment

Generally, in the first six months of the year, the province has actively directed to well implement poverty alleviation - employment programme; focused on vocational training and labour export for time-limit working abroad. In the six months, number of poor households decreased by 2,386, 20,232 laborers were provided with stable employments, reached 57.8% of the plan. Of which 1,725 laborers were exported abroad, gained 57.5% of the plan.

13. People's life and social security

In the six months of the year, the province allocated 2,458 tons of rice from the Government to support for people on the occasion of Lunar New Year and during the crop-between period; presented 43,061 gifts, worh over VND7.5 billion, to needy people in disadvantage areas and far-flung and remote areas; received and burried 26 set of remains of martyrs and Vietnamese experts who sacrificed in Laos.

14. Traffic accidents

According the statistics, as of May 15th, the province happened 107 cases of traffic accidents, killing 56 people and injuring 81 others. In comparison with the same period last year, cases of the traffic accidents in six months increased 01 cases; the number of deaths rose by 7 persons and the number of the injured grew by 4 persons. Of which, there were 104 cases of traffic accidents by road and 03 cases of accidents by railway.
