ORIENTATION, GOAL AND TARGET OF FIVE-YEAR PLAN 2006-2010

1. Orientation and general goals of the five-year plan 2006-2010:

To have a thorough grasp and make full use of the Party’s lines and policies; to strengthen the solidarity in the whole Party and people; to bring into play all resources; to continue to promote the implementation of industrialization and modernization, and to accelerate socio-economic development in an efficient and steady way, with a target of achieving the national growth rate average level by the year 2010; to sustain a harmonious cultural-social and economic development, strengthening defence and security; to consolidate social order and political stability; to protect the environment; to basically improve the living standards of people; and to make a breakthrough in building the Party and political system of administrative juridical reform.

2. Specific targets of socio-economic development in 5 years (2006-2010):

- GDP and economic growth rate: 11-12%/year

- Industrial production value: an increase of 20-21%/year

- Value of service sector: an increase of 11 - 12%/year

- Agriculture - forestry - fishery production value: an increase of 4-4.5% a year

- Food output to the year 2010 achieves 25.5-26 ten thousand tons

- Economic structure to the year 2010:

+ Agriculture - forestry - fishery: 20%

+ Industry - construction: 40%

+ Service: 40%

- Export turnover: an increase of 14-15%/year

- Budget mobilization: 16-17%/year; the target to the year 2010 achieves over VND 1.000 billion

- Average GDP per capita to the year 2010 achieves 700-800 USD

- Rate of birth: a decrease of 0.4 - 0.5%o/year

- Annual job creation for 2.4 - 2.5 ten thousand laborers

- Rate of hunger and poverty households: a decrease of 3.5 - 4%/year

The targets to the year 2010:

- 100% of communes, wards and townlets reaching the nationally-standardized secondary compulsory education; 50-60% of communes, wards and townlets reaching the nationally-standardized senior secondary education.

- 90% of urban population and 70% rural population accessing to clean water.

- 100% of medical stations in communes, wards and townlets having doctor, 70% having the national standards.

- Rate of malnourished children under 5 years old decreasing by 18-20%.

- Rate of forest coverage reaching 65%.

- 100% of newly-established industrial production units have to apply the clean technology or be equipped with waste water treatment systems, of which over 80% of the units equipped with systems of environmental standards.
