1. Agriculture

- The total cultivated area in the summer-autumn crop achieved 27798.5 ha, equal to 100.5% compared with same period. Of which:

+ Food crop reached 23507 ha, equal o 102.0% compared with the same period

+ Mealy tuber reached 617 ha, equal to 120.3% compared with the same period

+ Vegetables and beans of various kinds reached 2595.5 ha, equal to 92.0% compared with the same period

+ Annual industrial crops reached 586 ha, equal to 84.8% compared with the same period

+ Other industrial crops reached 493 ha, equal to 83.1% compared with the same period

2. Forestry

- Production of exploited wood in July was 12.100 cubic meter and that of seven months was 66.709 cubic meter. In which, exploitation from natural forest was 4.905 cubic meter, equal to 63.4% in comparison with same period, achieved 40.9% of the plan; exploitation from planted forest was 61.804 cubic meter, achieved 89.7% of the plan.

- Area of planted forest in July was 562 ha, and that of seven months was 13.660 ha, up 23.0% in comparison with same period.

3. Fishery

- Production of fishery in July was estimated to reach 7038.5 tons, up 27.8% compared with last month; and that of seven months reached 27987.4 tons, up 8.6% compared with same period and achieved 68.1% of the plan. Of which:

+ Production of exploited fishery in July was 5896.7 tons and that of seven months was 24131.9 tons, up 8% compared with same period and achieved 75.2% of the plan. 
+ Production of cultivated and breeded fishery in July was 1141.8 tons and that of seven month was 3855.5 tons, up 12.5% compared with same period and achieved 42.8% of the plan. Of which, production of fish was 2208.3 tons, up 20.0%; shrimp was 1468 tons, up 4.7% and other fisheries was 179.2 tons, equal to 97.7%.

4. Industry

- Industrial production value in July was estimated to achieve VND338.3 billion, and that of seven months was VND1965.6 billion, increased 15.2% compared with same period, achieved 51.9% of the plan. Of which:

+ State economic sector was estimated to reach VND891.7 billion, equal to 83.6% compared with same period, accounted for 45.37% of the total industrial production value.

+ Non-state economic sector was estimated to reach VND1066.4 billion, increased 73.9% compared with same period, accounted for 54.25% of the total industrial production value.

+ Foreign invested economic sector was estimated to reach VNd7.5 billion, equal to 27.5% compared with same period, accounted for 0.38% of the total industrial production value.

5. Capital construction investment

The total capital construction investment in July was estimated to reach VND137.5 billion, increased 8.9% compared with last month, increased 32.2% compared with same period. In seven months, the total capital construction investment by central management was VND679 billion, increased 17.7% compared with same period and equal to 50.9% of the plan. Of which, capital construction investment from the State budget accounted for 91.2%, achieved 51% of the yearly plan and increased 14.3% compared with same period, reached 51% of the plan.

6. Trade, Tourism

- Domestic trade: Estimated total retail sales of goods and services in July 2010 reached VND712.32 billion, up 2.1% against last month and up 17.9% compared with same period; and that of seven months reached VND4993.3 billion, up 25.6% against same period.

- Export and Import:

+ Export: Estimated export turnover in July 2010 reached $3.5 million and that of seven months reached nearly $39 million, increased 36.7% over the same period and equal to 55.5% of the plan.

+ Import: Estimated import turnover in July reached $2 million and that of seven months reached $10.7 million, equal to 96.5% over the same period and reached 35.5% of the plan.

- Consumer Price Index (CPI): CPI in July 2010 increased 0.32% compared with last month, up 5.34% compared with same period. Of which, categories of goods, food and drink was up 0.62%; garment and textile, hat and footwear (up 0.76%); medicine and medical service (up 0.42%); culture and entertainment and tourism (up 1.2%); housing, power, water, fuels and construction material reduced 0.1%; traffic, post and telecommunications reduced 0.07%...

- Tourism: Estimated turnover of the bloc of tourism, hotel and restaurant in July achieved VND86.4 billion, and that of seven months achieved VND544.7 billion, up 25.4% over the same period.

Travel tourism: The number of tourists to Quang Binh in July was estimated to achieve 62594 turns of people, up 8.9% over last month, and that of seven months reached 240283 turns of people, up 11.6% over the same period. Of which, international arrivals in July reached 404 turns of people and that of seven months reached 6785 turns of people, up 24% over the same period. Estimated travel turnover in July reached VND3.9 billion, up 1.1% over last month and that of seven months reached VND13.7 billion, up 50.1% over the same period.

- Transport: Estimated the volume of goods transport in July achieved 1160 thousand tons and that of seven months achieved 5760 thousand tons, up 25.4% over same period. The total passenger traffic in July achieved 59.1million hk.km and that of seven months achieved 284million hk.km, up 30.3% over the same period. The total turnover of transport in July hit VND72.8 billion and that of seven months hit VND512.8 billion, up 30% over the same period.

8. Business registration

In July, 35 enterprises were granted certificate of investment with a total registered capital of VND57.56 billion, and in seven months, 273 enterprises were granted certificate of investment with a total registered capital of VND647.6 billion. 50 enterprises were revoked certificate of investment, in which, 12 enterprises were dissolved, 14 branches were dissolved, 8 enterprises were changed the form of activity, 3 enterprises were reorganized and 13 enterprises violated the law.

9. Foreign economy and Investment promotion

- Foreign economy:

+ ODA projects: continue to accelerate the progress of implementation as the set plan and strengthen inspection of the project’s quality. Some ODA projects have been newly begun construction; other projects are continuing to complete procedures for appraisement and capital commitment to implement the project. Take advantage of working with the Central ministries, agencies and sponsors to supplement source of ODA capital.

+ NGO projects: In the first seven months of 2010, many projects have been funded for investment in the fields of education, water supply, heart-transplant surgery for poor children, purchasing health equipment, supporting for the Dong Hoi Disabled Children Center and improving the ability of market approach….

- Investment promotion: In July, 2010, the Provincial Investment Promotion Center received and solved a newly-registered investment project. In the first seven months, 15 projects with a total investment of VND1000 billion have been granted certificate of investment in the fields of building materials, minerals, sport and entertainment, aquaculture, trade and other industries.

- Foreign Affairs:

- Allowing seven out-delegations with 34 officers and civil servants to go to Laos, Japan, South Korea, Thailand and Brazil with such aims as visiting, working and studying.

- Allowing the entry of 9 groups with 179 people from Laos, Thailand, Japan, South Korea, America, German, Australia, United Kingdom, Switzerland, the Netherlands and Poland in the province with the such aim as visiting and working with the province, joining in summer campaign and assisting the project in organizing activities for children in the project area.

10. Finance, Credit

- Finance: 

+ Total revenue of State Budget in the province in July hit VND77.05 billion and that of the seven months hit VND 677.98 billion, increased 13.14% over the same period; reached 62.48% of the plan. Of which, inland revenue was VND570.69 billion, reached 56.9% of the local estimate, up 1.9% over the same period; revenue from export-import tax was VND107.28 billion, up 173.75% over the same period; revenue from central enterprises was VND112.37 billion, equal to 76.6%; revenue from Non-state enterprise was VND160 billion, equal to 36.8%; revenue from granting land use right was VND151.6 billion, up 29.3% over the same period.

+ Total budget expenditure in seven months hit VND2015 billion, gained 43.4% of the estimate; of which expenditure for capital construction investment was VND717.7 billion, gained 35% of the estimate; regular expenditure and other’s hit VND1297.3 billion, gained 50% of the estimate.

- Credit: Estimated locally-mobilized capital by July 20 was VND 7317 billion, rising 0.4% in comparison with early month and rising 17.7% in comparison with early year. Of which, residential deposit was VND5369 billion, up 2.2% in comparison with early month and 16.1% in comparison with early year; deposit in economic organizations was VND1521 billion, reduced 2.1%. Estimated the total mobilized capital by the end of July, 2010 reached VND7400 billion, up 19% in comparison with early year, of which residential deposit gained VND5500 billion, up 18.9%.

11. Education and Training

In July, educational sector consulted the Provincial People’s Committee about approving the plan for the start of the academic year of 2010-2011. Hold the model congress in the 2005-2010 period and implementation of patriotic emulation movement in the 2010-2015 period. Conduct entrance exams of grade 10; preparation for the fostering of managers and teachers as planned by the Ministry of Education and Training.

12. Activities in the Field of Culture, Sport and Communications Information

- Continuing propaganda about celebrating the great nationwide holidays, organizing cultural activities, sports, tourism to celebrate 65 years of the establishment of the Armed Force of Quang Binh province (July 4, 1945 – July 4, 2010), 60th anniversary of the founding of the Vietnam Assault Youth Force (July 15, 1950 – July 15, 2010) and receiving ceremony of the title of Hero of the people's armed forces for seven martyrs of Company No.759.

- Actively responding activities to mark the anniversaries; organizing sports events to celebrate the great holidays; gym and sports movements, responding the Campaign “Studying and following Ho Chi Minh’s moral example” and patriotic emulation movement.

13. Health

Strengthening the prevention of epidemic diseases, especially cholera, parotitis, dengue fever, malaria, diarrhea and others in the locality; improving the quality of treatment and healthcare services for the people; focusing on communication about health.

14. National defence – security, social safety and order

- Political security, social safety and order and border security have been maintained. Taking drastic measures for crime prevention; strengthening work of patrol in border areas, key areas; timely detecting and solving smuggling, counterfeit and forbidden and low-quality goods.

- Traffic safety: In July, there were 15 traffic accidents occurring, killing 17 people and seriously injuring 8 people. In seven months, there were 129 traffic accidents occurring, killing 136 people and injuring 72 people.
