The overall planning on construction of Hon La EZ in Quang Binh province up to 2030

(Quang Binh Website) - On July 10 2012, Prime Minister had Decision No.851/QD-TTg approving the overall planning on construction of Hon La Economic Zone in Quang Binh province up to 2030. Accordingly, the Decision takes effect from the date of signing and has major contents as follow: 

1. Scope and area

The scope of Hon La economic zone has a total area of about 10,000 hectares, of which land area of about 8,900 ha and the island and the sea of about 1,100 ha. Its geographical boundaries are delimited as follows:

- Bordering on Ha Tinh province to the north;

- Bordering on Quang Tho commune, Quang Trach district to the south;

- Bordering on Quang Kim, Quang Tien, Quang Chau, Quang Luu, Quang Phuong and Quang Long communes, Quang Trach district to the west;

- Bordering on the East Sea to the east.

2. Characteristic

- To be a multi-disciplinary, multi-sector economic zone, including industrial, commercial sea port, tourism, urban and agriculture-forestry-fishery;

- To be an economic center of the province, with the economic conditions of modern urban infrastructure, uniform and leading role to attract and is the driving force for the development of other areas.

3. Scope of population

- By 2020: approximately 58,000 people;

- By 2030: about 76,000 people.

4. Land use planning

a) Non-tariff zone: around 36,0 ha.

b) Tariff zone: 9.964,0 ha.

- Construction land of functional areas includes ports, industry, tourism and urban infrastructure clue mainly in Quang Dong and Quang Phu with a total area of 3,189.4 ha. Of which:

+ Land for port: 133 ha

+ Land for concentrated industry: 1,353.5 ha

+ Land for tourism: 396.96 ha (including Vung Chua - Dao Yen ecotourism area, historical and cultural relic sites of Dinh Vinh Son and Lieu Hanh Princess temple)

+ Land for urban infrastructure and functional area: 1,257.8 ha

- Rural land and agro ecological land of around 5,761.9 ha. Of which rural land of 247.6 ha.

- Area for islands and sea surfaces: 1,012.7 ha

Spatial structure development in three main traffic routes includes National Highway 1A, the west and the coastal road; focus development of closely the northern port area of the economic zone.

5. Orientation for spatial structure development and functional zones

a) Spatial structure development in three main traffic routes includes national highway 1A, the west and the coastal road; focus development of closely the northern port area of the economic zone, of which the deep-water seaport is central of Hon La Economic Zone. The industrial parks will be located in the convenient location for transportation. Area of urban construction and tourism are located right on the beach. High-tech agro ecological development area and tourism development are located in the south of Roon River. Area of military activities is preserved to serve security and national defence. Area of hilly land is to develop afforestation and forestry ecology.

b) Functional areas

- Non-tariff zone: allocate main route and the port in the convenient location to foreign economic activities with a scale of about 36 ha.

- Tariff zone:

+ Industry: A total land area for industrial construion of Hon La Economic Zone is about 1,486.5 ha, including Hon La seaport in Quang Dong commune of 133 ha; the seaport industrial park in Quang Dong commune of 613.5 ha; the industrial park No.2 in Quang Phu commune of about 485 ha; the salt production and seafood processing industrial park of about 90 ha; the industrial park in the western gateway of about 118 ha and the industrial complex in the southern gateway of 47 ha.

+ Urban resident area: A total land area for building urban infrastructure of Hon La Economic Zone is about 754 ha, including six resident areas, namely resettlement area No.1 located in the left of national highway 1A and resettlement area No.2 in the north of Tho Son Mountain with a scale of 51 ha; new urban area and resettlement area No.3 in the south of non-tarriff zone with a scale of 108 ha; new urban area and resettlement area No.4 in the north of Roon River with a scale of about 225 ha; new urban area and resettlement area No.5 in the north of Roon River with a scale of about 110 ha and new urban area and resettlement area No.6 in the south of Roon River and in the east of National Highway 1A under communes of Canh Duong and Quang Hung with a scale of about 260ha.

+ Rural residential area: upgrade and repair infrastructure system, improving the people’s life. Housing model is villa, mainly located in communes of Quang Tung, Quang Hung and Quang Xuan.

+ Eco-green plant area and tourism: located along coastal areas and rivers, including Lieu Hanh Princess temple with an area of 38.4 ha; Vung Chua - Dao Yen tourism area; Bien Dong Hung ecotourism area with an area of 30 ha; the sea ecotourism area in the north bordering with resettlement area with a scale of about 22.7 ha and in the south along coastal area with a scale of about 269 ha.

+ Industrial park: has an area of 1,169 ha, growing food crops towards high intensitive farming, planting food crops and fresh vegetables to serve new urban area and tourism areas; developing gardening economy and farming economy to grow fruit plants and ornamental plants.

+ Forestry area: maintain an area of 2,848 ha of forest land for environmental protection, logging and ecological tourism development in mountainous area. Develop coastal protection plants to prevent wind and sand; growing separated plants to creat green belts to protect economic zone.

+ Land for building technical infrastructure projects: Hon La specialized port has a scale of about 140 ha; stations for electricity supply and waste treatment, solid waste treatment and water supply have an area of 20 ha.

+ Military zone: has a scale of about 430 ha in Quang Dong commune.

6. Orientations for technical infrastructure planning

a) Transport:

- Traffic system outside the area:

+ System of seaport and riverport: general port, specialized port and fish port are built in accordance with the port planning of the Ministry of Transport and the province.

+ National roadway and railway;

+ Lay out intersection with north-south highway;

+ Build the road linking Tien - Chau - Van Hoa cement production zone with main route of economic zone.

- Traffic system in the area:

+ System of rail way, roads in the port and industrial zone to make a smooth traffic connection;

+ Traffic system in Hon La new urban area;

+ Building main East-West and South-North main routes and coastal road in accordance with the economic zone.

b) Technical preparation

- Platform: the height of the control for the new building area is larger than +2.75 m.

- Main direction for waste drainage: Bau Giay stream, Can stream, Xuan Hung canal and other small canals.

c) Water supply

- Source of water supply:

+ By 2020: exploiting source of water from Thai river reservoir with a capacity of 8,000 m3/day; source of underground water in the northern industrial cluster with a capacity of 4,000 m3/day; and source of water from Vuc Tron lake with a capacity of 14,000 m3/day;

+ By 2030: raising a capacity of water exploitation in Vuc Tron lake to 28,000 m3/day.

- Water supply pipe network: Use fiberglass reinforced plastic pipe or cast iron pipe. Water for industry: raw water supply pipeline from the high pressure pump stations in industrial parks with a diameter D = 500mm. Water for life: main pipeline running along the main roads with a diameter D = 300 - 400 mm.

- Water use standard: 150 liters/day for urban and non-tariff area; 100 liters/day for suburban areas and 22m3/ha day for industrial parks.

d) Electricity supply

- Source of electricity: The power source for the economic zone of Ba Don station (raising a capacity of 110 KV Ba Don station to 110/35/22 KV-1x25MVA +110/22 KV-1x40MVA) and 110/22 KV - 63MVA station of Hon la Industrial port.

- Electricity network:

+ 500KV electricity network: Connecting the 500 KV power line from the Quang Trach thermo-elcetric center to the 500KV national transmission line route;

+ 35/22KV electricity network: Eliminating 35KV power line and newly building 22KV power lines according to electricity supply planning for the entire region;

+ 0.4KV low voltage grid: It is expected that by 2020, 100% of households has the low-voltage national grid.

- Standard for electric supply:

+ Electrical energy for rural life: 450 KWh/person/year;

+ Electrical energy for urban life: 1.000 KWh/person/year;

+ Electrical energy for production: 150 - 400 KW/ha of agricultural land.

e) Waste water drainage and environmental sanitation

- Waste water drainage:

+ Domestic waste water:

Urban areas using private sewage system, waste water is put on the concentrated wastewater treatment plants for processing in accordance with current standards before being discharged into the receiving water. Construction of a life wastewater treatment plant has a capacity of 10,300 m3/day in the south;

+ Industrial waste water: at a concentrated industrial park, there will build a waste treatment plant for industrial cluster. Waste water at industrial parks and handicraft industrial parks must be treated according to current standards before being discharged into the environment.

- Environmental sanitation:

+ Solid sewage is collected and conveyed to the concentrated solid waste treatment area in Quang Tien commune;

+ Cemetery: the people’s cemetery in the north of Roon River is located in Quang Dong commune and the western National highway 1A. Upgrade and expand the existing cemetery for the southern communes of Roon River.

7. Construction planning until 2020 (first phase)

a) Land use planning

- Non-tariff land: around 36 hectares.

- Land for building functional zones (seaport, industry, tourism, urban area and facilities): 1580,5 hectares.

b) Projects given to investment priority

- Construction of Hon La seaport system for second phase;

- Resettlement area in the north of Roon River;

- Traffic system in the north of Roon River;

- Route linking Hon La seaport with the Tien-Chau-Van Hoa cement production area;

- Quang Trach thermoelectric plant;

- Industrial infrastructure system in the behind of Hon La seaport;

- Residential area for workers;

- Trade and service center;

- Conservation and embellishment of the temple of Lieu Hanh princess.

8. Environmental impact assessment

a) Solutions for planning

- Setting up the plan for protecting and developing ecological system in coastal areas, building up the plan for development of Vung Chua - Dao Yen (Swift Island) ecotourism area.

- Mapping out the detailed planning for technical infrastructure system (transport, water supply, waste drainage and treatment, solid waste treatment and collection, e.g)

b) Solutions for technique and technology

- The plants in the industrial zones must have system of local waste treatment before disposing general waste drainage system. Select industrial waste treatment technology in accordance with the Vietnam standards.

- Select the plants to develop green system to reduce noisy and dusk in the areas that have a high pollution risks.

c) Solutions for management

- Request environmental impact assessment to the detailed planning for the industrial zones, resettlement areas and building projects according to the Law on environmental protection.

- Build up a policy to encourage development of clean industry, application of environmentally friendly production technology into the industrial parks.

- Raise the community’s awareness of protecting resources and environment for local people, and managers in the area.

- Build a force to hedge against risks caused by oil overflow which is able to happen in the seaport area.
