Master plan on socio-economic development of Dong Hoi city through 2020

(Quang Binh Website) - The provincial People"s Committee promulgated Decision No.396/QD-UBND, dated Feb 22 on approving the master plan on socio-economic development of Dong Hoi city through 2020. Accordingly, the master plan"s contents are shown as follows: 

I. DEVELOPMENT VIEWPOINTS AND TARGETS

1. Development viewpoints

- To maximize the comparative advantages of geographical position and build the city to become a political, economic and social center of the province on par with other urban areas in the region; to make full use of internal forces and attract external forces to speed up the process of socio-economic development as a whole.

- To speed up the process of industrialization, modernization and urbanization; to give top priority to investment in service and tourism development, to regard service development as a breakthrough and tourism development as a key economic sector, and to restructure agricultural economy in line of the process of urbanization.

- To incessantly improve the quality of human resources, have preferential policies to attract high-quality laborers; to strengthen training of professionally proficient human resources, meeting the high requirements of the society.

- To strengthen ecological environment protection, scientific and technological development in a long and sustainable way.

- To associate economic growth with social balance; to narrow difference on living standards between population inside and outside the city.

- To develop ecomony in association with political and social stabilization; ensure national defense and security.

2. Development targets

2.1. General targets

To improve growth rate and quality in each sector and field; to make the city's economy develop with a high growth rate; to build Dong Hoi city to become a second grade urban area with a fast and sustainable economic development, to develop a synchronous and incrementally modern infrastructure facilities; to develop education and training to meet demands of new development, to become a modern and civilized sea urban area with a comprehensive development and sustainable environment.

2.2. Specific targets

2.2.1 Objectives by 2020

a) Economically

- Economic growth rate rises 13-13.5% during the 2011-2015 period, of which 13.5-14% for the 2016-2020 period.

- Economic structure:

+ By 2015: agriculture, forestry and fishery: 5.7%; industry - construction: 39.9% and services: 54.4%.

+ By 2020: agriculture, forestry and fishery: 3.3%; industry - construction: 42.5% and services: 54.2%.

- Average income per capital will reach 67.5 million VND a year (approximately 3,000 USD) by 2015 and 147 million VND a year (approximately 5,800 USD) by 2020.

- Total budget revenues will averagely increase about 18% in the 2011-2015 period and 19% in the 2016-2020 period.

b) Socially

- Population will reach 120.6 thousand people by 2015 and 128.7 thousand people by 2020.

- Rate of urban population reaches 75% by 2015 and over 80% by 2020.

- Rate of poor households is below 2% by 2015 and 1% by 2020.

- Jobs will be created for 31.000-33,000 laborers annually.

- Trained laborers will reach over 70% by 2015 and 85% by 2020. Rate of unemployment in urban areas will decrease by 2.5% by 2020.

- To strive that by 2015, 90-95% of schools will reach national standards and that by 2020, will be 100%.

- Rate of malnourished children under 5 years old is 7% by 2015 and is below 5% by 2020. Strive to maintan 100% of communes and wards reaching national standard on health.

- To strive that by 2015, 92-93% of household, 75-80% of villages, hamlets and street quarters, 92-95% of agencies and units will reach cultural standards; that by 2020, there will be 94-95%, 85-87% and over 96% respectively.

c) Environmentally

- To strive that by 2015: Rate of forest coverage will be 42.5%; over 97% of households will have access to clean water; 85-90% of waste and solid waste will be collected and treate; 70% of polluted water will be collected and treated; 100% of health establishments and over 90% production establishments have waste collection and treatment systems up to set standards on environment.

- To strive that by 2020: Rate of forest coverage will be 45%; over 99% of households will have access to clean water; 95% of waste and solid waste will be collected and treate; 80% of polluted water will be collected and treated; over 95% of production establishments have waste collection and treatment systems up to set standards on environment.

2.2.2 Targets by 2025

- Economic growth rate will reach over 14%.

- Population by 2025 will reach 140,000 people.

- GDP per capita will reach VND200 million a year (approximately 7,000 USD).

II. Major implementation solutions

1. Investment solutions

1.1 Demand for investment:

In order to achieve socio-economic development targets, the total investment capital in the 2011-2020 period is estimated at about VND63,000 billion, of which:

- The 2011-2015 period: it is estimated at around VND18,000-20,000 billion, of which budget capital makes up 22%, business and residential capital 35%, mobilization capital 43%.

- The 2016-2020 period: it is estimated at around VND38,000-40,000 billion, of which budget capital makes up 15%, business and residential capital 40%, mobilization capital 45%.

1.2 To step up the attraction of investment:

- Stepping up construction planning, particularly detailed planning, which will serve as a basis for construction and attraction of investment projects;

- Diversifying forms of investment in various sectors in order to attract capital at home and abroad for development investment in the locality;

- In addition to state budget investment, domestic and foreign resources for development investment, especially investment from ODA and NGOs should be mobilized through specific solutions worked out by the province.

- Proactively mobilizing potential domestic and foreign investors and promoting direct investment in different projects;

2. To further reform administrative procedures

- Raising the capability and responsibility of agencies and individuals involved in carrying out the administrative and investment procedures for investors and citizens;

- Intensifying the decentralization and assignment of function, mission, rights and relationship between agencies, units and levels; between city, communes and wards, thereby to enhance the responsibility of agencies and levels in dealing with work to organizations and individuals.

3. Scientific and technological solutions

- Intensifying scientific and technolohical cooperation with domestic and foreign organizations and individuals to develop production and business in the locality; creating a favorable environment for attracting scientists and experts to work for socio-economic development programs and projects.

- Renewing mechanisms and policies for training high-quality science and technology workers and planning to bring new blood into scientific and technological staff.

- Encouraging organizations, individuals and enterprises of all economic sectors to renew technologies and train high-quality science and technology workers to step up production and business.

4. Training and raising human resource quality

- Stepping up personnel training, retraining, planning and employment, particularly for managerial personnel; building up policies and itinerary for training high-quality personnel; adjusting training mechanism and balancing between training and use of different levels and careers.

- Developing human resources, giving priority to on-site training and female training; concentrating on vocational training to meet socio-economic development requirements such as building material production, mining, tourism, services, mechanics and electricity; especially, attraching importance to vocational training for rural laborers about technique of cultivation, breeding, agricultural-forestry and fishery processing and traditional careers.

- Encouraging various economic sectors to participate in vocational training and development of job recommendation services.

5. Environmental protection solutions

- Intensifying propagation and education in order to raise people's awareness of environmental protection and sustainable development. Encouraging communities to rationally and efficiently use natural resources;

- Attracting investment and stepping up the socialization of environmental protection activities; encouraging forms of enterprises to provide environmental sanitation, garbage collection and treatment services for residential areas.

- Effectively incorporating environmental protection contents into the "All people unite in building cultured life" movement.

6. Market solutions

- Having effective measures to speed up market development; strengthen joint-venture and marketing with domestic enterprises for product consumption

- Organize price and market information system; actively participating in foreign and domestic fair activities; encouraging production of high-quality products, meeting market requirements.

- Stabilizing product consumption network in districts and industrial parks.

- Developing labor market; enhancing marketing capability.
