Financial regime, labor, business organization, exit and entry, residence and communications in Hon La Economic Zone
(According to Decision No.79/2008/QD-TTg, dated June 10 2008 of the Government on establishing and promulgating Operation Regulation of Hon La Economic Zone, Quang Binh province)
1. Foreigners and overseas Vietnamese working or carrying out investment and business activities in the Hon La economic zone and their family members shall be issued multiple visas with a validity period compatible with the period of working or investment and business activities in the Hon La economic zone and be allowed to reside or sojourn in the Hon La economic zone and in Vietnam.
2. Foreign tourists arriving by sea at the seaport of the Hon La economic zone under contracts with domestic tourist companies may carry out entry procedures at the port.
The Ministry of Public Security shall provide guidance to the police of Quang Binh province for implementation of Clause 1 and 2 of this Article.
3. The Management Board of the Hon La economic zone may grant work permits to foreigners and overseas Vietnamese working or carrying out investment and business activities in the Hon La economic zone in accordance with the provisions of Vietnamese law on labor.
The Ministry of Labor, War Invalids and Social Affairs shall guide the Management Board of the Hon La economic zone to implement the Clause 3 of this Article.
4. Purchase, sale, payment, transfer and other transactional relations among economic organizations and individuals in the non-tariff zone may be effected in freely convertible currencies via bank accounts. Purchase and sale of ordinary goods in service of daily life shall be effected in Vietnam dong.
5. To permit commercial banks and credit institutions established and operating under the Law on Credit Institutions to open their branches in the Hon La economic zone to provide credits in Vietnam dong and foreign currencies for economic activities in the zone according to current regulations.
6. Goods taken into and out of the non-tariff zone shall be effected in freely convertible currencies; charges, fees paying for state agencies in the Hon La economic zone shall be effected in Vietnam dong, other fees shall be effected in freely convertible currencies or Vietnam dong according to the current regulations on foreign exchange control.
