Quang Trach I Thermal Power Plant belongs to Quang Trach Power Center invested by EVN, Project Management Unit of Power Project 2 is assigned to represent the investor to manage and operate. The project was approved by the Prime Minister under Decision No. 428/QD-TTg dated March 18, 2016 on adjusting the National Master Plan for Power Development for the 2011 – 2020 period, with the vision to 2030 (Adjusted Master Plan VII); Document No. 1828/TTg-KTN of the Prime Minister dated October 15, 2016 on the assignment of EVN as the investor of Quang Trach I Thermal Power Plant Project at Quang Trach Power Center, Quang Binh province. The project has a total investment of 41,130 billion VND with an area of about 48.6 hectares in Vinh Son village, Quang Dong commune (Quang Trach district). The project includes 02 units with a total installed capacity of 1,200 MW. When put into operation, the plant will provide the national electricity system with an annual output of about 8.4 billion kWh, contributing to ensuring national energy security, improving the safety and stability of the electricity system. The main bidding package for the design, supply of goods and construction of the Quang Trach I Thermal Power Plant Project will be implemented by a number of Japanese and Korean contractors and Construction Corporation No. 1, which are large, reputable, capable and experienced contractors in many large thermal power projects. Quang Trach I Thermal Power Plant uses modern technology, supercritical steam parameter (USC) - the highest among thermal power plants in Vietnam today. The project is expected to be completed and put into operation in 2025.

Regarding the environmental protection, the factory will be equipped with synchronous systems of wastewater treatment, exhaust gas and dust filtration. Therefore, the gas emission content after being treated fully complies with current Vietnamese environmental standards and equivalent to the standards of the World Bank. The factory's environmental parameters when operating are transmitted to the Department of Natural Resources and Environment (DONRE) of Quang Binh province for online monitoring and public display at the factory gate area 24/24h in accordance with the State's regulations on management environmental management.

Speaking at the ceremony, the Chairman of PPC emphasized that those projects at Quang Trach Power Center are the major and key projects that carry important meanings and create a driving force for economic development of Quang Binh province. He highly appreciated and acknowledged the efforts of the Electricity of Vietnam in the past time; at the same time, praising the efforts of relevant departments, agencies, units and localities in the province, but directly the People's Committee of Quang Trach district, The Land Fund Development Center of DONRE, the Party Committee, the government and the People of Quang Dong commune have always cared, supported and created all favorable conditions for the Electricity of Vietnam to complete the procedures, to carry out the construction of Quang Trach I Thermal Power Plant.

With the motto of always accompanying and encouraging businesses to invest in the locality, on behalf of the provincial leaders, the Chairman of PPC commits to always accompany and create the best conditions for the EVN in implementing the Project, put into operation in accordance with the set goals and schedule; contribute to promoting local economic and social growth. Along with that, he also directed relevant departments, branches and localities to uphold their responsibilities and create the best conditions for investors to implement the Project; the EVN concentrates all resources, directs the construction, design, consultancy ... to implement the Project to ensure the correct investment and construction procedures; comply with standards, processes, technical regulations, occupational safety, ensure environmental sanitation as prescribed, have good relations with the residential community in the Project area; closely coordinate with relevant agencies and units to ensure social order and safety, and at the same time ensure the prevention and control of Covid-19 during the project implementation...

On this occasion, the EVN, Construction Corporation No. 1 and the Joint Stock Commercial Bank for Foreign Trade of Vietnam donated VND 3 billion to Quang Binh province to carry out social security work, build and repair houses for the poor and disadvantaged families in the locality.
