Socio-economic situation in 1st quarter of 2011

(Quang Binh Website) - The province"s socio-economic situation in March and in the first quarter of 2011 has remained stably; some sectors and fields have achieved a fair growth; cultural and social activities have had positive changes; security - national defence, social safety and order have been upheld. 

The achievements of all sectors in this quarter were shown below:

I. Economic situation

1. Agriculture, forestry and fishery

a. Agriculture

As of late March, the total area under cultivation for winter-spring crop was estimated reaching 52,336 ha, equal to 97% as against the same period. Concretely, the whole province had 28,359 ha of rice, increased by 1.5% as against the same period, reached 104.6% of the plan; 3,959 ha of maize, equal to 93.8% as against the same period, reached 92% of the plan; 5,556 ha of cassava, equal to 96.1% as against the same period, reached 94.17% of the plan; 3,195 ha of sweet potato, equal to 93.9%; 624 ha of other potato, equal to 83.0%; 4,335 ha of vegetables, increased by 1.4%; 523 ha of bean, equal to 70.9%; 4,343 ha of peanut, equal to 84.8%; 176 ha of sesame, equal to 46.1% as against the same period.

Livestock feeding: The number of cattle and poultry in the first quarter of 2011 has slightly reduced as against the same period. As of April 1, 2011, the whole province had 41,267 buffalos, 124,729 oxen, 387,484 pigs and 2,366,971 poultry, equal to 98.69%, 95.54%, 98.70% and 97.98% respectively as against the same period.

b. Forestry

The wood production was estimated reaching 9,216 cubic meters in March and 22,336 cubic meters in the first quarter, up by 22.7% as against the same period; area under cultivation in the first quarter was 3,418 ha, equal to 99.9% as against the same period; decentralized planted trees were 101 thousand in March and 1,974 thousand in the first quarter, up by 5% as against the same period.

c. Fishery

The total fishing production in the first quarter was estimated reaching 7,388.3 tons, up by 0.9% as against the same period last year, of which the caught fishery production was estimated reaching 6,314 tons, up by 2.8% as against the same period, reached 16.44% of the plan; the cultivated fishery production was 1,074 tons, equal to 91% as against the same period, reached 9.26% of the plan.

3. Industry

The industrial production value in the first quarter of this year was estimated reaching 841.9 billion, up by 17.9% as against the same period last year, reached 19.7% of the plan. Some main industrial products increased fairly, including 6,007 million litters of bottled beer, up by 9.3%; 1,956 thousand litters of mineral water, up by 9.1%; 1,327 thousand of ready-made garments, up by 29.7%; 372 thousand tons of cement, up by 17.4%; 166 thousand tons of clinker, up by 29.7%; 936 thousand litters of fish sauces, up by 22.2%; 2,557 tons of titan ore, up by 101.5% as against the same period last year.

4. Service

- Domestic trade: total retailed sales of consumer goods and service was estimated reaching VND927.7 billion in March and VND 2,768.2 billion in the first three months, up by 24.4% as against the same period last year. Economic sectors have had a high growth, of which private economy and individual economy accounted for 93.5% of total retailed sales of consumer goods and service. Private economy reached VND1,588.8 billion, making up 57.4%; individual economy reached VND998 billion, making up 36.1% of total retailed sales of consumer goods and service.

- Commodity price: Due to the influence of fuel and electricity cost adjustment, the Consumer Price Index (CPI) in March was up by 2.23% as against last month, up by 6.35% as against December of 2010 and up by 15.66% as against in the same period last year.

Among 11 commodity groups, the prices of transportation was up by 6.72%, housing, electricity, water, fuel and construction materials by 3.99%; restaurant, eating commodity and services by 2.66%; education by 2.27%.

- Export and import

Export turnover was estimated reaching 9.15 million USD in March abd 32.8 million USD in the first three months, up by 60.7% as against the same period, of which non-state sector gained 31.5 million USD, making up 96%; state sector gained 1.3 million USD, making up 4%.

Almost main export commodities raised export turnover in the first quarter, of which rubber reached 5.4 thousand tons, equal to 83.6% as against the same period; pine resin reached 386.3 tons, up by 1.5% as against the same period; titan ore reached 3.7 thousand tons, up by four times as against the same period. Main export markets were the countries in Aisa and EU, of which China accounted for 93.6% of markets, Pakistan, Japan, Laos and France accounted for 6.4% of the remainder. 
Import turnover was estimated reaching 1.4 million in March and 4.67 million USD in three months, increased by twofolds as against the same period. Main import commodities were materials for production like wood, aluminium and other consumer commodities.

- Tourism: in the first quarter of 2011, the number of tourists to Quang Binh was estimated reaching 201.1 thousand, increasing by 33.6% as against the same period, however, international arrivals to the province reached 3.5 thousand, reduced by 22.3% as against the same period.

- Carriage of passengers and cargos: passengers carriage in the first quarter of 2011 was estimated at 2,976.7 thousand, up by 10.5% in passengers and 116.71 million passengers-kilometers, up by 10.52% in passengers-kilometers as against the same period. Cargos carriage reached 2,305 thousand tons and 132.2 million tons-kilometers, increasing by 7.1% in tons and 7.7% in tons-kilometers as against the same period. Total turnover of transportation was estimated at 222.5 billion, increased by 13.3% as against the same period.

5. Capital construction investment

The volume of realized investment capital was estimated reaching VND90.4 billion in March and VND222 billion in the first three months of this year, increasing by 6.1% as against the same period last year, of which investment capital under local management was VND190.1 billion and investment capital under central management was VND32 billion.

6. Finance and credit

- Finance: Total budget revenue was estimated reaching VND67.96 billion in March and VND251.7 billion in first three months of the year, reaching 17.03% of local estimate, of which domestic revenues was VND205.49 billion, reached 20.7% of the estimate, up by 14.2% over the same period. Revenues from export-import tax were VND32.73 billion, reached 15.1% of local estimate; revenues from non-state industry, trade and service increased by 21.7%; revenues from land use increased by 15.5% over the same period.

Total local budget spending in the first three months was estimated at VND828.76 billion, reached 23.9% of local estimate, of which spending for investment and development was VND165.771 billion, reached 19.5%, regular spending was VND662.99 billion, reached 25.3% local estimate.

- Credit: As of March 15, the total mobilized capital was estimated achieving VND8,567 billion, reduced by 0.1% as compared to early year. Of which, residential deposit gained VND6,847 billion, up by 7.9%; deposit in economic organizations gained VND1,413 billion, reduced by 24.4%; foreign currency mobilization achieved VND1,322billion, increased by 19%. As of the end of the first quarter of 2011, the mobilized capital was estimated reaching VND8,745 billion, up by 2.0% in comparison with early year.

7. Business Registration: 54 enterprises were granted certificate of business registration in March and 125 enterprises were granted certificate of business registration in three months, of which 16 private enterprises, 47 two-member limited companies, 54 one-member limited companies and 8 joint-stock companies with a total registered capital of VND551.07 billion. 7 enterprises were revoked certificate of business registration, of which, 4 enterprises and 2 branches were dissolved, 1 enterprise was changed the form of activity.

8. Foreign economy, investment promotion

- Foreign economy: the ODA projects have been carried out as scheduled plan; reimbursement of ODA projects has been speeded up. A total of ODA capital in the first quarter of 2011 was estimated at VND60.5 billion, reaching 5% of the plan.

- Investment promotion: In the first quarter, there were 3 newly licensed projects, of which 2 projects invested in the fields of trade and services, and 1 in construction and raw materials production. Until now, the province has 236 licensed projects with a registered capital of VND91,637 billion.

In the first quarter, the province granted certificate of investment to 9 projects with a total investment capital of VND265.7 billion; presented certificate of registration for establishing representative office to implement the contract packages of the Quang Phuc Cement Project.

- Foreign affairs:

+ In-and-out delegations: In the first quarter, there were 15 out-delegations with 121 people to Laos, Thailand, Cambodia, Singapore, Malaysia, Japan, England, Australia and New Zealand for working, attending the conference, investment promotion, fair, performances, etc. There were 20 in-delegations with 105 people from Laos, Thailand, Indonesia, Japan, China, America, German, Spain, South Africa, Poland, New Zealand and Colombia for visiting and working in Quang Binh.

+ Work of non-governmental aid: actively mobilized and call upon non-governmental organizations to implement the projects in the province with a total value of USD1,253,269. Of which, the Save the Children funded USD505.269 to improve living standards for flood victims in two districts of Tuyen Hoa and Minh Hoa; the Samaritan’s Purse granted 4,000 gifts worth USD104,000 to children im Quang Trach district; the Clear Path International donated USD 30,000 to help families who were affected by landmine accidents in Quang Trach district; the East Meets West Foundation (EMW) awarded scholarships and presented school fees to outstanding but poor pupils with a donation of USD194,000. The province also approved four NGO projects with a total investment of VND7.7 billion.

II. Social issues

1. Education - Training

Continue to improve the quality of teaching and studying, and renewal in the management of education at all levels; launch the campaign ’Study and Follow President Ho Chi Minh’s Moral Example, and the campaign ’Every Teacher is an Example of Morality, Self-study and Creativity’ and the emulation campaign on ’Building Friendly Schools and Dynamic Students’ in the 2008-2013 period.

Continue to speed up work of compulsory education. Until now, 159 out of 159 communes and wards reach the standards of primary compulsory education; 158 out of 159 communes and wards, and 7 out of 7 districts and city reach standards of secondary compulsory education.

Improve the quality of profressional education and vocational training. In 2010-2011 school year, the province has 4,118 university students, up by 1,748 students; 2,296 college students, reducing by 1,403 students as compared with last school year; 3,731 students for professional secondary schools, up by 56 students.

2. Healthcare

Strengthen the inspection of the implementation of food hygiene and safety, prevent epidemic diseases, and launch the movement to keep environmental sanitation. Continue to effectively implement the national target programs, including: vaccinations, tuberculosis, malnutrition for children under five years old…

The system of health at grassroots level has been continuously consolidated. At present, there are 159/159 communes and wards having health station, reaching 100%, of which 114/159 health stations meeting national standards, reaching 71.7%; 100% health stations at commune level having doctors,; 100% of villages having health staff and 100% of health stations ensuring essential medicines to meet the people’s demand for treatment.

3. Culture – Sport, Information and Communications

- Culture – Sport: organize many cultural activities to celebrate national holidays with the theme of "Congratulate the Party, Welcome Spring" like musical performances, folk games, sport competitions and fireworks, contributing to creating an ebullient atmosphere and improving the people’s spiritual life.

Strengthen inspection and resettlement of violations in cultural business activities. Continue to build up the cultural life in villages, hamlets and wards.

Organize many sport activities in many places with the fervour attendances of many people like chess, volleyball, table-tennis and badminton tournaments to welcome the Party and Lunar New Year. Participate in the open chess tournament in Central region to congratulate the Party, welcome the Spring.

- Information and Communications: strengthen propaganda of activities to congratulate the Party and welcome the Spring; publicize Resolution No.11/2011 of the Prime Minister on main solutions to control inflation, stabilize macro-economy, ensure social security for the country’s economy, especially the elections to the 13th National Assembly and the People’s Council at all levels in the 2011-2016 term; honestly reflect all aspects of socio-economic life in the province. Strengthen work of inspection of activities in printing, publishing and television in the province.

4. Labour, War Invalids and Social Affairs

Approve the project "Vocational training for rural laborers in Quang Binh province until 2020"; solve the policy regime for war invalids, martyrs and benefactors according to current regulations of the State; coordinate with the Vietnam Bank for Foreign Trade to grant 30 houses of gratitudes to poor households according to the charity program "Nghia tinh Truong Son" (Sentimental attachment for Truong Son Road).

Pay a visit and present 72,800 gifts to disadvantaged families with the total value of VND13.91 billion. Timely allocate 3,000 tonnes of rice in food aid from the Government to stabilize the people’s life in the between-crop period and Tet holiday.

Instruct districts and city to organize a meeting to sum up the program of Poverty alleviation - Job creation for the 2006-2010 period, plans and program for the 2011-2015 period. Organize many creational activities for children to welcome Tet holiday, attracting the participation of more than 50,700 children with total expense of VND204.55 million.

5. National defence – security, social safety and order

- Political security, social safety and order and border security have been maintained; take drastic measures to repress the crime; speed up the patrol to timely deal with illegal violations.

- Traffic safety: In the first quarter, there had 123 traffic accidents, killing 62 people and injuring 201 people, increasing by 6 cases of traffic accidents and 15 people as comprared with the same period last year. The traffic police continue to speed up work of patrol and solve traffic violations to ensure traffic safety in the province, especially in Tet holiday.
